Duties

The Health Analysis Division is seeking a unit chief to manage and direct analyses of prescription drug markets, behavioral health, prevention, long-term services and supports, and other health policy topics of current and potential legislative interest to the Congress.The chief of the Health Policy Studies Unit develops and implements an agenda for analyses of the budgetary and economic effects of legislative proposals; designs and improves the models used in those analyses; contributes to CBOs estimates of the cost of legislation; and manages the development, writing, and review of reports and other publications.The unit chief supervises eight analysts, most of whom have advanced degrees in economics. The role also involves managing projects staffed by analysts in other units and helping guide health policy analysis for the division and the agency. The unit chief works closely with CBOs Budget Analysis Division to expand CBOs capacity to provide the Congress with information about legislation as it is being considered.

Qualifications

See Technical Qualifications TECHNICAL QUALIFICATIONS:Applicants must have an advanced degree in policy analysis, health policy, economics, or a related discipline, and at least five years of relevant experience. Applicants must also have experience leading analytical projects or teams, strong quantitative skills, and substantial knowledge of the institutional details of health care markets. The position requires excellent communication skills and the ability to clearly present work orally and in writing to nontechnical audiences. Qualifications also desired in a successful candidate include experience managing the written work of other analysts, expertise in one or more priority areas for the unit (prescription drug markets, behavioral health, prevention, and long-term services and supports), and knowledge of the process of federal budgeting and policymaking.
