The Primary Purpose of the Position is: To plan, direct and control the full range of administrative and clerical support functions in patient treatment areas. To provide administrative supervision and clerical assistance; guidance and support to the professional staff and to manage the day-to-day activity on the inpatient and outpatient treatment units all areas of the Garland PM&R and Bonham PM&R sites ensuring policies and procedures are followed as they relate to patient occurrence of care.

Tracks the progress of new employees, evaluates the performance of all assigned Medical Support Assistant (MSA), Advance Medical Support Assistant (AMSA), and Lead Medical Support Assistant (LMSA), counsels when necessary, and submits justifications for incentive awards or personnel actions. Identifies and anticipates changes or trends, which could have Medical Center wide significance or create substantial changes in MSA/AMSA/LMSA's. Develops and maintains a quality improvement program for the MSA/AMSA/LMSA's., collects data on performance measures, monitors staff's customer service and accurate performance implementation. Ensures ongoing multidisciplinary teamwork, excellent customer service and professionalism. Plans and directs the MSA/AMSA/LMSA's activities within Outpatient Clinical areas. Ensures administrative procedures are accomplished in accordance with specified performance goals, guidelines and within established timeframes. Operates in a highly diversified medical complex; the Supervisor administers a program that is broad, diversified and requires high performance and leadership qualities of the incumbent. Work Schedule: Monday- Friday 8am- 4:30pm Recruitment Incentive (Sign-on Bonus): Not Authorized Permanent Change of Station (Relocation Assistance): Not Authorized Pay: Competitive salary and regular salary increases. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. Experience: Experience: Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR Education: One year above high school; OR Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-08: Supervisory Medical Support Assistant: One year of experience equivalent to the GS-07 grade level, leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: Ability to provide the full range of administrative and supervisory duties [to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.] Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training [in a patient support setting]. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and 13 empowering the team to collaborate and resolve problems within a complex systems environment. Preferred Experience: 2-3 years Supervisory experience with MSAs in the performance of preliminary eligibility status, scheduling consults and follow-up visits. Experience in an interdisciplinary scheduling / clinical setting. Working independently in a multi-tasking in a fast environment. Skill in communicating both orally and in a variety of written media and using various media to communicate and to provide remote training. i.e. Vtel, Skype, Whiteboards with all levels of end users, management, and OIT personnel, both internal and external to the facility. Collaborating with providers to resolve customer service issues, build rapport MSA Staff, Program Mangers PM&R Staff, with UTSW and Parkland Resident and Student Program Professors. Expert knowledge of VHA operations, national databases (including the Vista , SAIL, VSSC, VSE, ICB, Pre-registration, Missed opportunities, open slots, encounter and consults (active, pending no-shows) and unverified orders), have trouble-shooting techniques in order to be able to be in compliance: troubleshoot functionality issues, examine options and develop solutions, and assess impact. Proficiency Scheduling practices and performance metrics. Monitors staffing practices provides training to improve and enhance scheduling skills. Manges workload provides direction when unexpected situations occur. Ability to adapt to sudden changes in scheduling practices. Effective communication skills ability to improve communication skills and courtesy and respect of MSA staff. Prepares and delivers oral presentations such as briefings, provides training sessions, consultations, and strategy sessions with staff to resolve controversial matters and convey information and to propose changes. Physical Requirements: This position is mostly sedentary. Typically, the employee sits comfortably to do the work, However, there may be some walking, standing, bending, carrying of light items such as paper, books, small parts; or driving an automobile, etc. the work requires working under stressful conditions in a fast-pace setting to facilitate patient care but requires walking long distances and lifting of up to 20 pounds.
