About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Conducts investigations of misdemeanor and felony level crimes/incidents. Coordinates cases with Staff Judge Advocate and U.S. Attorney prior to trial and testifies in courts and boards. Serves as primary or alternate evidence custodian for The Joint Systems Manufacturing Center-Lima.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must pass pre-employment and annual medical examinations, manual dexterity, and meet established hearing and vision standards as well as the physical ability test, IAW AR 190-56, Chap 2.
  • Must meet all the requirements IAW AR 190-56.
  • Must obtain and maintain current required certification in CPR techniques and First Aid.
  • This position authorizes the incumbent to carry a firearm. Must be proficient in the use of and qualify annually with assigned duty weapons.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Drug Abuse TestingProgram).
  • IAW AR 190-56 this position is covered by the Individual Reliability Program (IRP), and has been designated by Department of Army as critical to the national or internal security. Personnel must meet the standards for the IRP.
  • Incumbent is required to obtain and maintain a valid state driver’s license.
  • Incumbent may be required to work rotating shifts, weekends, and holidays. May be required to work overtime on an emergency basis.
  • Incumbent must be a graduate of the Dept of the Army Civilian Police Academy (DACP), the Military Police Investigator Course (DACD).
  • Incumbent will be required to wear personal protective equipment, to include Air Purifying Respirators (APR).
  • Incumbent must be able to wear chemical protective equipment IAW AR 50-6 Army Chemical Surety Program.
  • Incumbent will be required to wear Level II Body Armor in accordance with AR 190-56.
  • Incumbent is subject to possible civil action due to improper exercise of arrest authority or injudicious use of force in the apprehension or detention of individuals.
  • Incumbent is in a designated mission essential position and subject to 24-hour recall.
  • Must be trained and physically capable of doing crisis management operations including terrorist driven events, hostage situations, and barricaded suspects.
  • Must be trained and physically capable of doing high risk persons security details, anti-sniper actions, natural or man-made disasters, and other stressful and dangerous situations.
  • Must be able to acquire and maintain a SECRET clearance.

Specialized experience is defined as experience with (1) Investigating crimes in accordance with regulations, (2) Conducting inquiries of military and Federal employees concerning derogatory information during on-post or off-post incidents, and/or (3) Serving as evidence custodian for investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
