About the Position: Serves as a Branch Chief with responsibility for the overall planning, direction, coordination, and supervision of contract preparation, negotiations, and contract management for one or more major programs (military, civil) of the U.S. Army Corp of Engineer District - Little Rock. NOTE: Recruitment/Relocation Incentive might be offered.

Duties

Serve as Supervisory Contract Specialist with responsibility for the overall planning, direction, coordination, and supervision of contract preparation, negotiations, and contract management. Direct the preparation and submission of procurement related reports. Serve as Source Selection Authority. Supervise and direct the maintenance and archiving of the official contract files. Supervise, plan, and direct personnel management activities to include positions and pay, selection or participation in the selection of subordinate employees. Serve as expert in the procurement and contract management field to advise primary customers

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Business Travel up to 25%.
  • Supervisory Probation Period of one year may be required
  • Obtain and Maintain a current and valid state driver's license.
  • Financial Disclosure Statement (OGE-450) is required upon entry on duty and thereafter annually.
  • This is a Defense Acquisition Workforce (AWF) position.
  • Obtain and Maintain Contracting Officer Unlimited Warrant within 24 months of entrance on duty.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: NOTE: You MUST submit a copy of your transcript with your application package. Specialized Experience: Specialized Experience is defined as one year of experience equivalent to GS-12 grade level in the federal service which includes experience performing pre-award and post award contracting work (including market research, price/cost analysis, negotiation, and administration) for Federal construction contracts, and supply and/or service contracts using the Federal Acquisition guidance. NOTE: You MUST submit a copy of your transcript with your application package. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementLeadershipOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
