About the Position: Vacancies are for a Contract Specialist, GS-1102-12 position with the USACE Little Rock District, Contracting Division. These positions are with the Organization Execution Branch. This branch is located in Little Rock, AR.
Note: Salary posted is for the Little Rock, AR (preferred duty location); Alternate duty location MAY be negotiated for this position. Locality will be adjusted to the locality of selectee's physical duty location.
Duties
Serve as senior Contract Specialist with responsibility for pre-award and post-award contracting functions for a variety of more complex supply, service and construction requirements with high dollar and unique procurements options.
Analyze proposals in negotiated procurements for compliance with scope of work and evaluation criteria set forth in the solicitation.
Manage assigned contracts to ensure timely receipt of all contractual data specified.
Prepare contractual correspondence with contractor, including request for contract deviations from contract requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure Statement (OGE-450) is required annually.
- Obtain and Maintain a current and valid state driver's license.
- Position is a part of Army Acquisition, Technology and Logistics (AT and L) Workforce Position.
- Position requires completion of Defense Acquisition Foundational certification/(DAWIIA) Level I certification prior to assignment/appointment.
- Obtain and Maintain Defense Acquisition Practitioner certification/(DAWIA) Level II certification within 24 months of assignment/appointment.

Basic Requirement for Contract Specialist:
Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience is defined as experience equivalent to GS-11 grade level in the federal service performing 2 out of 3 following duties: 1) Determine type of contract, provisions and options to prepare solicitation packages, OR 2) Performing pre and post award negotiations to determine price reasonableness or resolve disputes or claims, OR 3) Conducting briefings on contracting procedures.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
