Duties
Responsible for understanding and utilizing the Enterprise Business Systems procurement system functionality and business capabilities including ECC, SRM, Document Builder, DLA Internet Bid Board System, Records Management and Case Management.
Responsible for analyzing procurement related issues and providing solutions or possible courses of action.
Utilize analytical skills to detect procurement patterns, brainstorming, observing, interpreting data, integrating new information, and making decisions based on the multiple factors and options available.
Recommend changes in how the EBS procurement systems are executed, including system changes or other process improvements.
Identify areas for system or process improvement based on their own experiences in supporting EBS end users.
Prepare written communications such as responses to user's procurement system questions, briefing materials, EBS procurement system job aids and procurement system functional requirements.
Responsible for conducting EBS procurement system's training, conduct briefings, present findings, and extract information from users of the EBS procurement systems.
Responsible for understanding and utilizing the EBS pre-award or long-term contracting procurement system functionality and business.
Coordinating with Business Process Analysts throughout the Procurement process area to assist EBS pre award or long-term contracting end users.
Capture problems via the EBS Land and Maritime Helpdesk and preparing Remedy tickets.
This position requires travel up to 75% of the time by means of vehicle, airplane, and/or train.

- You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.

Qualifications
To qualify for a Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR
B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
Creditable specialized experience includes:
- GS-11:
- Applying Defense contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of DLA and DoD contracting requirements to analyze and evaluate application of policies, procedures, and techniques.
- Utilizing a very broad range of contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents and guidelines governing the procurement process, such as the Federal Acquisition Regulation (FAR).
- Analyzing the effectiveness of the procurement process in meeting its performance targets and to recommend process improvements.
- Experience with a very broad range of contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents and guidelines governing the procurement process (i.e. Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and Defense Logistics Acquisition Directive (DLAD)).
- Experience with EBS procurement system functionality and business capabilities, which includes ECC, SRM, Document Builder, Records Management and Case Management (referrals)
- GS-12:
- Providing technical assistance to automated procurement system/ paperless contract file end users.
- Ability to independently analyze the effectiveness of the procurement process in meeting its performance targets.
- Experience in applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the procurement process area.
- Experience with EBS applications related to the procurement process including pre-award or long-term system functionality and business capabilities combined with an understanding of the critical path of both system and manual activities in order to recommend changes in how a process is executed, including system changes or other process improvements.
- Developing and implementing corrective actions for complex procurement process problems.
- Substantive experience in written communications to prepare correspondence and briefing materials, document research findings, conduct analysis reporting findings and making recommendations.
C. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify based on education in lieu of specialized experience, you must possess:
GS-11: Possess three (3) years of progressively higher-level graduate education leading to a Ph.D. or possess a Ph.D. or equivalent doctoral degree Qualifying graduate education must be in one or a combination of the following major fields of study (business courses) - accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods and organization and management.
GS-12: Education may not be used as substitution as this grade level.
D. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GS-12: Substitution of education may not be used in lieu of specialized experience for this grade level.
