Duties
Directs, plans, and organizes the Procurement Programs functions which involve vendor performance
management, process excellence, program management, data analytics, and special projects.
Manages major procurement programs (e.g., CAGE Compromise, Acquisition workforce development,
program compliance efforts, and programs such as VPH).
Executes decisions and ensures consistency of the interpretation and the implementation of procurement process policies and procedures.
Formulates and advises on complex or long-term logistics and acquisition objectives and priorities.
Provides guidance to the leadership team to shape the organization's operational programs, policy, and direction.
Oversees subordinates' professional development, including acquisition training and certifications.
Represents DLA Land and Maritime on procurement process management and special programs during major process redesiqns.
Develops and presents briefings of complex subject matter/data analysis to management to include senior Agency leadership.

- This is an obligated position and occupancy is subject to the return of former incumbent. If former
incumbent fails to return to the position, occupancy may become permanent.
Qualifications
To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must
support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational
institution authorized to grant baccalaureate degrees ORB.) a current civilian employee in DoD or
member of the Armed Forces, who occupied an 1102 position, contracting officer position, or
comparable military contracting position with authority to award or administer contracts above the
simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements
of "A" above.
B. Contracting Officer Requirement: Must possess at least four years of experience in a contracting
position.
C. Specialized Experience: One year of specialized experience that equipped you with the
particular competencies to successfully perform the duties of the position and is directly in or
related to this position. In addition to meeting the Basic Education Requirement above, to qualify
for the GS-14 grade level, specialized experience must be at the GS- 13 grade level or equivalent
under other pay systems in the Federal service, military, or private sector. Applicants must meet
eligibility requirements including minimum qualifications, and any other regulatory requirements by
the cut off/closing date of the announcement. Creditable specialized experience includes:
- Demonstrate expert knowledge of contracting laws, regulations, and policies.
- Demonstrate an understanding of work methods and processes, data management, operating procedures, and administrative operations impacting the procurement processes.
- Use of procurement process interrelationships, critical data, and performance metrics.
- Identify problems, determine accuracy and relevance of information, identify risk, and use sound judgment to generate and evaluate alternatives, and/or make recommendations.
- Identify and analyze data and present to senior management.
- Manage complex projects and programs, including development of POAMs, resource plans, and test plans.
- Use clear, concise, technically accurate documentation and presentations.
- Establish effective working relationships with others.
- Train, mentor, and review projects of subordinates.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
