This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Operates a patrol grader and bulldozer with various standard attachments, in a variety of fine and rough grading.
Grades to precise tolerances such as in fine grading to engineering stakes or road pavement and shoulder work where rough and rocky terrain or dense forest are not involved.
Operates grader and bulldozer in extremely difficult fine grading situations such as leveling sites on rocky mountain tops, constructing precise erosion control structure on steep mountain roads, and contour ditches.
Operates a mobile truck-mounted crane in work situations where maneuverability is restricted and/or accuracy is critical.
Operates a truck-mounted crane in work situations where maneuverability is not a major problem, accuracy is not critical, and loads and unloads equipment or material from trucks.
Operates a variety of smaller equipment such as backhoes, rough terrain forklifts and 5-ton trucks with semi-trailers for hauling equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain and maintain a valid Texas Commercial Driver license with hazardous material and tanker endorsement. (CDL Class A)
- This position has a condition of employment which requires a civilian drug and alcohol test. Incumbent is required to sign a DA 5019-R.
- Incumbent must pass a pre-appointment physical.
- This position requires incumbent to work a call-back work schedule to respond to after-hours emergencies. This may include, evenings, nights, weekends, and holidays.

Minimum Qualifications (Screen Out Element) WG-10 Grade Level:Ability to do the work of a(n) ENGINEERING EQUIPMENT OPERATOR ~ without more than normal supervision. I have the ability to perform the full range of Engineering Equipment Operator tasks. I am skilled in operating various types of heavy equipment, such as bulldozers, graders, scrapers, tractors, trailers, and forklifts used in receiving, storage, issuing and movement to storage and maintenance facilities. I can operate cranes up to 20,000 lbs. to load and unload vehicles and equipment. I can operate vehicles equipped with draw bars. I work on my own initiative under general supervision subject to occasional inspection. - Failure to meet this Screen out Element will result in an ineligible rating.
Minimum Qualifications WG 11 (Screen Out Element): Ability to do the work of a(n) ENGINEERING EQUIPMENT OPERATOR ~ without more than normal supervision. I have the Ability to Lead or Supervise common Engineering Equipment Operator duties, such as operation of various pieces of heavy equipment, gasoline- and diesel-powered, engineering and construction equipment with wheeled or crawler type traction. I can operate equipment such as graders, tractors with bulldozer or angledozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with pan or scraper attachments. I can perform functions such as cutting, moving, digging, grading; rolling earth, sand, stone, and other materials; maintain ditches, road shoulders and beds, and maintenance of new firebreaks, roads, drainage ditches, and life-fire ranges, to include, performing fire-fighting operations in extreme wildfire conditions; utilizing bulldozers, tankers, and other equipment as required. I can perform a basic data automation duties related to the completion of preventative maintenance orders; I can utilize web-based computer information systems, and complete a simple automation work through utilization of electronic mail, technical correspondence/research, and/or online safety/technical trainings; I am able to operate computers, smartphones and/or tablets to complete a variety of tasks. Physical Effort: Work involves constant bending, reaching, turning, and moving hands, arms, feet and legs to handle and adjust different sets of controls. Considerable strain is caused by constant vibration, loud mechanical noise, jerking and jolting from operations over rough surfaces. Frequently works in awkward or strained positions. Work is sometimes performed under adverse operating conditions. Some work requires long periods of standing and walking. Operation of equipment requires good hand and eye coordination and depth perception. Steer and operate by using clutches, levers, brakes, and valves according to the slope or tilt. Frequently lifts and carries items weighing up to 50 pounds and occasionally heavier.
Working Conditions: Works outside in extreme weather conditions and periodically in open driver's seat or on platforms. Works on all types of terrain. Operates and leads others in all types of heavy engineering equipment with complicated controls. Exposed to injury from overturning of equipment, extremely hot and smoky wildfire conditions, working around underground gas, steam, power, communication, and water lines. Exposed to noise, vibration, dust, dirt, hot and cold temperatures, fumes, and hazardous or flammable materials. There is a possibility of cuts, scrapes, burns, bruises, and strains. Majority of the work is performed within Fort Cavazos' training area, or surrounding area, and often on or near the live fire footprint where the individual is exposed to unexploded ordnance (dud munitions). Due to live fire restrictions, freedom of movement may be inhibited. When digging, the individual may be required to wear a Kevlar helmet, body armor, impact resistant glasses, and other protective gear. Individual must be able to wear safety protective equipment, such as safety boots, safety glasses with side shields, goggles, hearing protection, and hard hat or appropriate equipment.
