This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.

Duties

Participates individually and as a team member to assist in suppressing wild land fires. Inspects or assist with inspections, repairs and or maintains the railroad system to include tracks, track components, signals, crossings, and right of way condition. Operates a diesel powered motor grader equipped with scarifier attachment in performing all work related to construction of roads, training areas, embankments, parking areas, ditches and other earth moving projects. Operates a caterpillar tractor and scraper, bulldozer, roller, grade-all and other engineer equipment performing rough grading; removing overburden; opening ditches; back-filling; stockpiling gravel, sand, asphalt, etc.

  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires incumbent to work an on-call work schedule to respond to after-hours emergencies. This may include, evenings, nights, weekends, and holidays.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Selective Placement Factor: This position requires the incumbent to possess and maintain a Class A Commercial Driver's License (CDL). NOTE: you MUST submit a copy of the license with your application packet. Failure to do so will result in an ineligible rating. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator ~ without more than normal supervision. I have the ability to perform common Engineering Equipment Operator duties. I can operate gasoline- or diesel-powered engineering or construction equipment with wheeled or crawler type traction. I can operate equipment such as graders, tractors with bulldozer or angledozer blades, front-end loaders, backhoes, trench diggers. I can perform such functions as cutting, moving, digging, grading; and rolling earth, sand, stone, and other materials. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Strenuous effort required. Requires constant reaching, bending, turning, moving hands, arms, legs and feet to handle equipment controls and attachments. Strain caused by vibration of equipment and jolting and jerking from operation over rough terrain. Working Conditions: Work requires mostly outside work and requires heavy lifting and carrying. Exposures are excessive dust, hot and cold weather, moving gears and machinery, grease and mud, excessive vibration noise and high-pressure lines. Hearing protective devices and other protective devices and safety equipment must be worn at all times of exposure to the hazardous condition.
