You will serve as a Management and Program Assistant in the Business Support Department, Administrative Division of NAVSUP FLEET LOGISTICS CENTER NORFOLK.
Duties
You will serve as the Command Government Purchase Card (GPC) buyer.
You will analyze past history of purchasing to determine fair and reasonable price, quality of vendor products, delivery capability, etc.
You will reconcile monthly Government Purchase Card statements for payment, verifying each charge or credit is accurate and the material has been received.
You will investigate new vendors for appropriate sources based on strict government regulations.
You will use the Navy Enterprise Resource Planning (ERP) automated system to create, pull, and track all types of documents for the purchase card program.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
- This position requires occasional travel.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications
GS-06 -Your resume must demonstrate at least one year of Management and Program Assistant specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector providing administrative and technical support of a Purchase Card Program, purchasing supplies and services for Government use, recommending best buy based on analysis and research of price, delivery dates, quality of product, analyzing all purchase documents, investigates and reviews vendor sources based upon strict government regulations and resolves all problems including refunds, credits, non-shipment of material, disputes, and any other problems associated with getting the material or service. Examples of specialized experience may include: 1) Streamlines payment procedures and provides "on the spot" purchasing, receiving, and payment; 2) Utilizes Enterprise Resource Planning (N-ERP) automated system to create, pull and track all types of documents for the purchase card program; 3) Finalizes receipt and acceptance of purchases, credit card resolution and the timely delivery of materials. 4) Maintains files on all purchase card transactions and reviews monthly credit card statements; match receipts with requests; audit periodically; and prepare discrepancy reports.
GS-05 -Your resume must demonstrate at least one year of Management and Program Assistant specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector providing administrative and technical support of a Purchase Card Program, with supervision purchases supplies and services for Government use, recommending best buy based on analysis and research of price, delivery dates and quality of product, reviews vendor sources based upon strict government regulations and resolves problems such as refunds, credits, non-shipment of material, and any other problems associated with getting the material or service. Examples of specialized experience may include: 1) Assists in streamlining payment procedures and provides "on the spot" purchasing, receiving, and payment; 2) Utilizes Enterprise Resource Planning (N-ERP) automated system under supervision to create, pull and track all types of documents for the purchase card program; 3) Maintains files on all purchase card transactions and reviews monthly credit card statements.

Education
In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:
4 years above high school
or
a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
