You will serve as a Management and Program Assistant in the Business Support Department, Administrative Division, Purchase Card
Program of NAVSUP FLEET LOGISTICS CENTER NORFOLK.
Duties
You will serve as a Purchase Card buyer for the entire NAVSUP FLC Norfolk enterprise.
You will receive all purchase request documents for hazardous material and other restricted purchased items.
You will analyze past history of purchasing to determine fair and reasonable price, quality of vendor products, delivery capability, etc.
You will reconcile monthly Purchase Card statements for payment, verifying each charge or credit is accurate and the material has been received and ensure payment.
You will investigate new vendors for appropriate sources based on strict government regulations.
You will research, analyze, expedite, monitor and authorize proper and legal purchases / supply of hazardous material.
You will use the Navy Enterprise Resource Planing (ERP) automated system to create, pull, and track all types of documents for the purchase card program.
Requirements

Qualifications
FOR GS-06: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector providing administrative and technical support to an organization. Examples of specialized experience may include the following: 1) Review and process purchase requests for commercial, hazardous and technical material utilizing established purchase procedures; 2) Assist in review of monthly credit card statements, including matching receipts with requests and preparing discrepancy reports; 3) Assist in resolving purchasing problems including refunds, credits, non-shipment of material, disputes,9 etc.; 4) Utilize an automated procurement system to locate, create, process, and track purchase requests to acquire a variety of goods and services; 5) Research and analyze price, delivery dates, quality of product, etc. to recommend best buy.
FOR GS-05: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector providing administrative and technical support to an organization. Examples of specialized experience may include the following: 1) Apply frequently used purchasing regulations and methods to assist with routine purchases for an organization; 2) Assist with research, analyze, expedite, monitor and authorize purchases of services and supplies to include hazardous material; 3) Track and monitor all purchases for status, delivery dates, etc.; 4) Maintain files on all purchase card transactions; 5) Monitor deliveries to ensure accuracy and timeliness.

Education
For GS-05: In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of four years above high school.
