About the Position: This position is located within the Coastal and Hydraulic Lab (CHL) with the U.S. Army Research and Development Center (ERDC), Vicksburg, MS.
This position is being filled as a Staff Management Specialist, DJ-0301-03, (GS 11/12).
Duties
Ability to handle a variety of tasks related to official ceremonies, dignitary visits, and VIP events.
Develop and manage itineraries, name cards, invitation lists, and seating arrangements for visiting military officials.
Facilitate large-scale U.S. Army conferences, including the U.S. Army Board of Coastal Engineering, the Coastal Working Group, and other official luncheons, receptions, dinners, and meetings.
Instruct staff on appropriate etiquette and conduct during dignitary/official visits.
Provide protocol and procedural guidance to the Director of CHL and other staff on military and diplomatic protocol for events, conferences, and meetings.
Provide expert advice on planning, programming, and executing protocol-related activities.
Ability to interact professionally with high-ranking military and civilian officials.
Requirements

- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To Qualify at the DJ-03 (GS-11/12) grade level: One year of specialized experience equivalent to the DJ-02 (GS-09) grade level in the Federal service which includes 1) planning, coordination, and execution of high-level military and civilian events and visits 2) manage conference details, including time, location, duration, participants, audiovisual needs; 3) Strong written and verbal communication skills

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Project Management. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent DJ-02 (GS-5/10).
All qualification requirements, including time after competitive appointment, must be met within 30 days of the closing date of this announcement.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0301-3 (equivalent to GS-11/12). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
