About the Position: Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) located in Vicksburg, Mississippi.
Duties
Engage with high level leadership on the customer side to strengthen connections and establish new partnerships.
Conceive and develop multifaceted programs that meet strategic customer needs and are aligned with ERDC’s mission.
Direct and manage projects from initial coordination, during execution, and through documentation and technology transfer while maintaining relevance to program development and to obtain reimbursable funding across multiple
sources.
Develop a comprehensive approach for establishing project manpower, equipment and funding requirements.
Manage the aforementioned resources of research projects to ensure that project and program milestones are met.
Conceive and execute field experiments involving explosives and weapons effects experimentation, and testing of structures and components.
Analyze and document data from field experiments and write correspondence to stakeholders to provide technical information or project updates.
Evaluate and monitor products to ensure they meet customer criteria and requirements.
Prepare written funding status reports to reflect budget or cost.
Serve as a point-of-contact for questions, information, and problem resolution in the areas of budget and accounting, agreements, financial correspondence preparation and control, and the purchasing/procurement process.
Maintain licenses, certifications and training as required to become a Contracting Officer Representative.

In order to qualify, you must meet the specialized experience requirements described below. Specialized Experience: Three years of progressively responsible experience, 1 year of which is specialized experience equivalent to the DJ-03 level or GS-12 grade level. Specialized experience is defined as experience:

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12).
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-04 (equivalent to GS-13-14) grade level. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration.
