You will serve as a in the Procurement Analyst in the Executive Director/Chief Of Operations Small Business Office of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will review procurement requests to determine whether the procurement can be performed by small businesses. You will evaluate and recommend disposition on requested waivers to statutory requirements. You will review the procurements of supplies, services, construction, or research and development using formal advertising or negotiation procedures. You will participate in the development of policy as a representative to special task groups within the agency or department. You will develop and provide training on guidance and procedures for both internal and external groups. You will provide small business firms with information regarding means for doing business with the Federal Government, specifically small business programs.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for STRL Demo jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

To Qualify for the DA-04 In addition to the Basic Educational Requirements for this position, your resume must also demonstrate at least one year one year of specialized experience equivalent to the next lower grade level (DA-03=GS 9/10) or pay band in the federal service or equivalent experience in the private or public sector performing some or all of the following: 1) Applying Federal contracting laws, regulations, principles, and procedures.2) analyzing and evaluate contracting matters.3) assuring uniform application of government policy throughout the Command with respect to subcontracting programs involving various small businesses.4) evaluating and recommend disposition on requested waivers to statutory requirements. To Qualify for the DA-05 In addition to the Basic Educational Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (DA-04=GS 11/12) or pay band in the federal service or equivalent experience in the private or public sector performing some or all of the following: 1) Providing professional advice and assistance to acquisition managers and contract specialists on policy and procedures governing Small Business participation in NAWCWD acquisitions2) Reviewing procurement requests for the purpose of determining susceptibility of performance by SB concerns, Disadvantaged Business, Women-Owned, Veteran-Owned, Service Disabled Veteran-Owned and Historically Underutilized Business Zone3) Participating in the acquisition planning process by reviewing formal acquisition strategies, acquisition plans and consolidation justifications to ensure SB policies and procedures are addressed.4) Working closely with contracting and technical personnel early in the procurement planning process to ensure small businesses are afforded maximum practicable opportunity to participate in NAWCWD procurements as prime and subcontractors in accordance with SB law, regulation and policy. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

DA-04:In lieu of specialized experience, you may qualify with the following education:3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degreeYou must submit transcripts to support meeting the educational requirement.
