You will serve as a CONTRACT SPECIALIST in the Contracting Division of NAVFAC SOUTHWEST.

Duties

You will perform a full range of procurement pre-award and post-award functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications and contract closeout. You will develop Source Selection Plans and participates on or chairs Source Selection Boards. You will interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues. You will perform pre-award/post-award contracting functions for complex and specialized procurements relating to planning, development, advertisement. You will execute the award and administration of contracts for Construction and services, to include Base Operations Support (BOS) services. You will analyze contract type to determine sources and methods of solicitation. You will perform price and cost analysis to determine reasonableness of price in preparation for contract negotiations.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This is a bargaining unit position.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing the full range of pre and post award contractual actions required in the procurement of services, construction, architect/engineering services, or facility support services, utilizing sealed bid, negotiation, and small purchase negotiation procedures; 2) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 3) Reviewing procurement requests to assure clarity, adequacy, and completeness; 4) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
