Duties

Serving as senior level advisor to manager and supervisors on improving process management and assuring alignment with the J6 Enterprise Process Management Framework and J3 Data Processes and Logistics Framework. Gathers, and analyzes and provides organizational metrics to the Director, Deputy Director, Division Chiefs, other management officials and senior analysts. Performs coordination with logistics and systems experts to define issues and problems in areas where useful precedence does not exist. Implements logistics related initiatives, projects and/or programs. Ensures priorities are established, milestone schedules are accurate and coordinated and project and/or program goals are published and agreed upon. Advises on major and controversial matters having impact on logistics and information systems management. Analyzes proposed benefits and costs of proposed system changes and enhancements. Analyzes requirements for technical feasibility and completeness. Presents and discusses task group objectives and methodology to the appropriate management team and other representatives as needed. Makes recommendations on project implementation.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Performs a variety of activities regarding data analytics that are subjective in nature and requires an understanding of supply principles that provide the foundation for the Logistics Information Services mission. Process extensive knowledge of organizational structure, organizational relationships, leadership, and change management principles. Experience communicating and providing guidance, advice and assistance to team members and managers. Conducts validity and reliability studies to analyze existing programs and develops alternative programs or activities to address identified problems. Extensive knowledge of statistics, data collection, reporting, and analytical and evaluation methods. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
