You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Contracting Officer) in the Contracts Department (02), Contracting Division A (022), G Support Branch (0222) of NAVSURFWARCEN IH DIV.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $161,448).
The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.
Duties
You will serve as a Senior Contract Specialist/Limited Warranted Contracting Officer in the Contracts Department.
You will ensure performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationships.
You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, and nonprofit organizations for the furnishing supplies and services.
You will serve as the day to-day contracting representative for the assigned customers/programs with the responsibility to effect timely procurements while
preserving the integrity of the contractual arrangements.
You will serve as an advisor to NSWCIHD managers on contractual matters, interpreting regulations and policies imposed by higher organizational levels.
You will award and administer a wide range of contract actions, including Simplified Acquisitions, Firm Fixed Price contracts, Cost reimbursable contracts, Professional Services, non-Professional Services, Supply, and Research and Development.
You will prepare and issue requests for proposals/ quotes, issues broad agency announcements, evaluates proposals, develops business case decisions for award, develops award documentation.
You will participate in the planning phase, source selection phase, documentation of the award decision phase, and through contract award, as well as advise customers and develop procurement milestones.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting or procurement work developing solicitations and contract documentation through award (e.g. cost/price analysis, negotiations, contract award, and close-outs) to ensure compliance with established policies and regulations for the acquisition of services, materials, supplies or construction.
Basic Qualification Requirements for Contracting Officer Positions:
In addition to meeting the basic educational requirement as well as the requirements above, applicants must have:
1) At least two years of experience in contracting positions;
and
2) Completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. Foundational certification standards must be met within established timeframes in accordance with DoD Instruction 5000.66

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
