About the Position: Serves as a Physical Scientist for the Omaha District Military Construction (MILCON), Petroleum, Oil, and Lubricants (POL), and Hazardous, Toxic, and Radiological Wastes (HTRW) Programs and other projects supporting Formerly Used Defense Sites (FUDS), Base Realignment and Closure (BRAC) Air Force Military Munitions Response Program (AFMMR), and Civil Works Programs as assigned.
Duties
Provides technical proficiency and quality assurance of scientific activities during project planning, acquisitions, field operations, data submissions, and reporting for a wide range of projects and programs.
Utilizes knowledge of advanced scientific principles and advises the Project Delivery Team (PDT) regarding systematic project planning.
Responsible for project and program chemical data quality management to include assessing data and creating, using and managing databases.
Advises on statistics, health effects, chemical properties, and procedures to be used in performing human health and ecological risk assessments during project planning, acquisitions, field operations, data submissions, and reporting.
Conducts Environmental Baseline Surveys (EBS), Environmental Site Assessments (ESA) Phases I and II, NEPA Actions (Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements), and Environmental Conditions of Property.
Prepares Pre-Installation Planning and Review Board packages to prioritize MILCON projects.
Plans, executes, reports, and provides oversight of projects and programs.
Plans and coordinates environmental work for the MMES Section.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to obtain a pre-employment physical, and comply with the requirements of the Hazardous, Toxic, Radiological Waste (HTRW) program and obtain a biennial physical.
- Required to obtain a Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification within six (6) months of starting date, and maintain certification thereafter.
- Required to obtain DOT Manifest Training Certification within six (6) months of starting date, and maintain certification thereafter.
- May have to lift up to 50 lbs.

Basic Requirement for Basic Requirement for Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes the application of professional knowledge specific to Environmental Baseline Surveys, Environmental Site Assessments, Environmental Assessments, and Environmental Impact Statements, and Environmental Conditions of Property within a wide range of environmental and civil projects and programs in the investigation and remediation of Hazardous, Toxic, and Radioactive Wastes (HTRW). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
