This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Physical Scientist position GS-1301-13 position serving as the Lead Chemist in the Geotechnical Engineering and Sciences Branch, consulting on work assignments of other scientists within the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District.

Duties

As a Lead Chemist, you will: Train new chemist hires, keep current on all regulatory/remediation changes affecting chemistry, and disseminate this information to the rest of the chemists. Review Sampling and Analysis Plan/Quality Assurance Project Plans, chemical portions of scopes of work, specifications, and updating the Omaha District Chemistry Scope of Services Advise on chemical sampling design and procedures, testing, and analysis of wastes, and field and laboratory Chemical Quality Assurance requirements. Provide technical review and development of chemistry assessment aspects of documents. Review and independently approve chemistry and risk assessment related work products as a senior technical reviewer

• This position requires the completion of a pre-employment Physical Examination and a bi-annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• May be required to lift on occasion up to 50 lbs.

Additional information about transcripts is in this document. Basic Requirement for Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes the application of professional knowledge specific to quality assurance of chemistry activities within a wide range of environmental and civil projects and programs in the investigation and remediation of Hazardous, Toxic, and Radioactive Wastes (HTRW). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
