You will serve as a SUPERVISORY PROGRAM ANALYST of ASSTSECNAV M-RA WASHINGTON DC.

Duties

You will develop and interpret policy for active duty and family readiness policy including, but not limited to, child and youth programs, dependent education, deployment support, spouse employment and life skills. You will review, analyze, evaluate, recommend and advocate policy, programs and budget for Secretarial level in support of Navy and Marine Corps quality of life and family readiness programs. You will formulate Department of the Navy strategic quality of life policy recommendations and develop goals and milestones for accomplishment of new initiatives. You will review draft legislation, internal and external reports, and professional journals relating to primary portfolio responsibilities. You will set employee performance goals and tasks/project deadlines to meet Department of the Navy goals and objectives. You will conduct and document midyear performance review and annual performance assessments. You will address problems with work quality and performance issues in an effective and timely manner.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing expert knowledge of the Department of the Navy processes related to family support, military resale, casualty/ mortuary, morale and welfare, POW/MIA. Experience utilizing knowledge of military and federal civilian performance and disciplinary procedures, general administration, and management. Experience utilizing knowledge in policy development related to quality-of-life programs and family readiness. Experience applying analytical skills to analyze the budgetary impacts of new or revised legislation, policies, and/or projects and the potential effects of budgetary actions. Experience applying advanced management and organizational principles and practices.
