You will serve as a Boiler Program Manager & Technical Warrant Holder in the Utilities and Energy Engineering Technical Area of the Shore Technical Department of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14.

Duties

You will serve as the NAVFAC BUPV Program Manager and has sole responsibility for development of Navy-wide policy and direction for the management and execution of the NAVFAC BUPV Program. You will be responsible for development and execution of a management plan that effectively integrates the NAVFAC BUPV Program organization, for operational support to both NAVFAC PDC and PW Directorates. You will establish NAVFAC BUPV Program goals, objectives, and uniform processes necessary for effective execution of program requirements. You will create, revise, and update the NAVFAC BUPV Program Business Process Management Systems (BPMS). You will establish and maintain oversight of the NAVFAC FEC (Facilities Engineering Command) BUPV Lead Certifying Officials (LCO) to support execution of program requirements. You will review and assess the performance of NAVFAC BUPV Inspectors during the NAVFAC BUPV Program Audits and recommend disciplinary action, when necessary, to ensure continued compliance with safety code requirements. You will update and modify NAVFAC Design Criteria and Master Guide Specifications to ensure appropriate application of new technology in Navy design and construction.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: NAVFACENGCOM Certificate of Competency and current Boiler Inspector license issued by the NAVFAC Engineering and Expeditionary Warfare Center's (EXWC) NAVFAC Boiler & UPV Program Manager. You will have to provide documentation showing your Certificate number, date received, and current expiration date. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 or NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Integrating NAVFAC Boiler and Unfired Pressure Vessel (BUPV) Program functions and services into the organizational structure of the NAVFAC SYSCOM; 2) Applying practical and technical knowledge-based aspects of systems relating to BUPV design and construction; 3) Proficient BUPV knowledge of safety code and technical and practicable requirements of both fire and water side safety controls and emissions monitoring; 4) Determining the design and certification requirements that will be applied to all types of BUPV in all Naval Facilities; 5) Performing functions in complex relationships with senior levels of civilian and military command personnel, federal enforcing authorities, industry representatives, safety code committees, architectural/engineering firms, and construction contractors to ensure uniform processes across the NAVFAC Boiler & UPV Program which is necessary for effective execution of program requirements; 6) Developing and conducting specialized Boiler and UPV Program training for certifying officials, design and engineering professionals, project managers, and contracts oversight personnel which is essential to administer a formal Boiler & UPV Community Management and Training Program. Education

Applicants that do not meet the specialized experience under the Qualifications section may qualify with education or a combination of experience and education as follows:

A. One full year of graduate level education.
OR
B. A bachelor's degree with superior academic achievement.
OR
C. A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal at least one hundred percent.
