You will serve as a FINANCIAL MANAGEMENT ANALYST in the Office of the Department of the Navy (DON) Chief Information Officer (CIO) of DONCHIEFINFORMO WASHINGTON DC.
Duties
You will serve as a Department of Navy (DON) Chief Information Officer( CIO) subject matter expert for IT/CA PPBE activities and issues.
You will ensure compliance with applicable Congressional, Executive Orders, DoD, and DON laws, policies, and guidance for IT/CA, to include Clinger-Cohen Act and the Federal Information Technology Acquisition Reform Act.
You will manage and oversee DON CIO assigned financial and resource sponsorship functions.
You will perform DON CIO business case analyses, analysis of alternatives, and program evaluation for DON IT resource management decisions.
You will analyze IT/CA resources to identify investment and divestment opportunities and develop decision-making recommendations for DON CIO and other stakeholders to improve capability delivery aligned to mission and strategic directives.
You will execute DON CIO efforts to support annual IT Budget submission and certification requirements in accordance with Congressional laws and DoD policies and requirements.
You will serve as the foundation for all IT/CA resource management and oversight, including DON IT program objective memorandum (POM) and budget decisions and submissions.
You will maintain programming and budgeting integrity, ensuring coordination and collaboration with DON CIO internal and external stakeholders.
You will execute allocated funding where applicable, and supports execution reviews to ensure funding alignment for emergent DON CIO requirements.
You will develop strategic communication materials to internal and external stakeholders for DON IT/CA strategic resource alignment and decision-making.
You will develop, review, and coordinate Congressional responses, budget exhibits, and hearing preparation materials for IT/CA resources as assigned.
You will support the design and implementation of all IT/CA financial reporting mechanisms to include strategic metrics, dashboards, and risk indicators.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Mastery of the concepts, principles, laws, and regulations of financial administration or budgeting sufficient to generate new concepts and methodologies in the field.
Planning and directing entire financial or budgeting systems for broad, emerging, or similarly critical large-scale department/agency wide programs.
Evaluating audit reports and budget reviews to recommend alternatives for corrective action.
