The Director for Digital Transformation reports directly to the Deputy Comptroller for Enterprise Financial Transformation and serves as a principal advisor on financial management systems, strategies, and processes. The Director serves as the lead in business systems integration and processes both within the Office of the Under Secretary of Defense (Comptroller) and on a Department-wide basis.
Duties
The incumbent of this position is responsible for leading and championing the evolution of the DoD's financial management strategy by collaborating with DoD leaders using data in evaluation, digital transformation, and improved performance across the Defense Agencies and Field Activities as well as within the DoD's Working Capital Fund. The incumbent is responsible for working with the Chief Information Officer on digital transformation efforts, including policy creation and implementation as well as investment decisions. The incumbent is responsible for working with Chief Data Officer and with the Performance Improvement Officer on data transformation efforts with the goal of improving financial performance and data management in DoD. The incumbent also:
Leads with the CIO the integration and coordination of department-wide business systems and processes, and ensures that transformation requirements are aligned with DoD goals and objectives and consistent with requirements of other Federal agencies.
Leads the reduction in DoD financial management systems and establishes data standards for functional compliance ( e.g. Standard Financial Information Structure) for those systems that remain.
Leads or supports DoD special projects and task forces to address key business and financial management issues or priorities ( e.g., The Defense Business System Audit Remediation Plan).
Leads the development and implementation of DoD's Financial Management functional strategy to reform its environment for enhanced mission effectiveness and auditability.
Directly supports the system investment review board requirements, providing business and financial systems insight on all issues. Ensures Components system plans and investments align with DoD's functional business strategy.
Leads and represents the Deputy Comptroller for Enterprise Financial Transformation in the implementation of DoD enterprise business and financial system and process solutions.
Coordinates with the Office of the CIO and CDAO in implementing business standards for target systems environment and supporting implementation of all enterprise resource planning systems in order to support best business practices and financial integrity.
Lead robotics process automation efforts for financial management and DoD.

MANDATORY TECHNICAL QUALIFICATIONS:
1. Demonstrated comprehensive knowledge of financial management and accounting systems and government accounting requirements; experience using data and business analytics to understand business performance and support decision-making.
2. Demonstrated experience in developing business strategies, policies, architectures and guidance and providing transformation support in the execution of these strategies, to include experience with data visualization tools.
3. Demonstrated experience in using data technology to increase organizational efficiency and performance, managing IT projects that align technology initiatives with business goals and evolving business needs; ability to perform portfolio management and IT rationalization for a large and functionally diverse organization.
DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives.
