Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management (OFAM), Operational Support Facilities (OSF) Division, Field Operations Facilities (FOF) Program Management Office, located in Seattle, Washington.

Duties

The purpose of this position is to serve as a Program Manager over a critical program segment within OFAM for which both the scope and effect of the work have agency-wide impact. In this Program Manager position you will become a key team member of Homeland Security professionals involved in planning, organizing, coordinating, controlling, and evaluating the activities for the agency. You will be responsible for leading complex projects, often cutting across organizational lines. This position starts at a salary of $139,967.00 (GS-14, Step 1) to $181,956.00 (GS-14, Step 10). Typical duties include, but are not limited to: Leading complex projects, often cutting across organizational lines. Defining critical quality factors, process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit costs, increased quality, and reduced process cycle time. Project leader for OFAM segments/office projects as a Subject Matter Expert (SME). Working with senior leadership as a change agent in assuring, directing, and performing the steps necessary to create business cases within established budgets and timeframes.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing programs to determine progress against long-range plans, as well as necessary personnel, funding, and resource adjustments. Recommending improvements in services, programs and projects to meet short deadlines in a fast-paced environment. Serving as a liaison between other program offices, and Government agencies to ensure personnel are supported and compliant with policies and procedures. Providing technical assistance and direct support to management staff in all matters relating to the application of planning system and management programs to meet mission requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/31/2025. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
