This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Administrative Officer (OCAO) with one vacancy located in Seattle, WA.

Duties

As a Supervisory Program Manager, you will perform the following duties: - Serve as Site Manager of a National Oceanic and Atmospheric Administration (NOAA) owned facility. Develop annual operating budgets, ensuring contracts are in place, coordinating both internal and external communication, ensuring the campus is prepared for emergencies, developing capital improvement strategies maximizing energy efficiency, overseeing warehousing and mail distribution and developing the campus rent model. Manage an extensive portfolio of programs addressing fisheries, ocean, coastal, climate, and atmospheric science occurring on the campus. - Develop NOAA's prioritization for investments, and coordinate contracting and construction. Operate and manage new buildings and on-going warranty repairs. Oversee physical security and safety for tenants housed in the campus. - Interface extensively with the other organizations, including but not exclusive to the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC), Navy Region and NOAA senior management on operation issues impacting the campus. Work closely with the NOAA Executive Board, NOAA's Chief Administrative Officer, and Chief Information Officer to ensure that facility and Information Technology (IT) operations support priorities for campus mission programs are effectively addressed within the integrated campus management model. - Exercise supervisory authority over a diverse group of employees responsible for facilities upkeep and management, to include evaluating work performance, developing performance standards, and other administrative and technical oversight.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: - Participating in the implementation and execution of the organization's administrative and financial operations; - Overseeing subordinate staff in areas such as assigning work, setting priorities, providing feedback on work assignments, and providing feedback regarding overall employee performance; - Coordinating communication with internal and external stakeholders; - Developing organizational strategies for planning objectives and program reviews; and - Managing the operations of a large government facility.
