The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.
Duties
Major Duties and Responsibilities:
Provide leadership for IC CFO's newly established Financial Management Tradecraft Group charged with advancing financial management tradecraft across the Intelligence Community (IC); bolstering security for the National Intelligence Program (NIP) budget; enhancing audit capabilities; refining standards, practices, and budget-performance integration; and professionalizing the IC's budgeting and financial management workforce.
Qualifications
Mandatory Requirements:
Specialized knowledge of IC financial management processes and policy is required for this position.
Expert knowledge of the Federal Government, IC, or ODNI budgetary process, financial management regulations and standards, and resource allocation policies and procedures.
Experience with current methods used to provide security for the National Intelligence Program and creativity to develop new such methods to cope with emerging technologies and adversary activities.
Deep background in workforce development models, particularly as they may apply to the budgeting and financial management communities.
Excellent oral and written communication skills, including the ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization. Demonstrated ability to produce clear and concise written materials for senior executives.
Familiarity with performance budgeting approaches and the framework in the Government Performance Results Act (GPRA) Modernization Act of 2010.
Acumen to build consensus among stakeholders with competing perspectives.
Excellent organizational, managerial, and leadership skills, including the ability to effectively manage the professional development of staff employees and to oversee contractors.
Capability to hold and maintain a TS/SCI clearance.
Desired Requirements:
Bachelor's degree or equivalent.
Certified Public Accountant, Certified Defense Financial Manager or substantial experience managing activities, processes, and policies undertaken by such personnel.
Familiarity with the CI and Security challenges experienced in the budgeting and financial management communities.
