The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security. This position will be forward deployed to OESET, residing in OESET spaces, and under the day-to-day supervision of OESET management. For intelligence analysis production, this position will coordinate through OESET channels, but report through the NIC and follow all processes and procedures relating to analysis production. Reviewing and rating responsibilities will be split between OESET and the NIC. Lead the IC's production of strategic analyses of national importance regarding technology-driven economic competition. Prioritize and focus on critical technologies and the use of economic tools to influence and affect supply chains. Provide IC-coordinated support to the DNI and policymakers on issues at the intersection of economic security and technology applications; illuminate relevant key value chains, actors, infrastructure, and relationships. Lead and oversee the preparation, production, and coordination of community-coordinated papers. Advise the DNI on key developments and issues in the global economy as it relates to key technological advancements, as well as technology sector dynamics and technology investment, and their effect on the economy. Provide expert analytic assessments to the DNI and other US Government leaders on technology-driven economic competition. Plan and oversee the preparation of background papers and briefing books for the ODNI's participation in National Security Council, Cabinet meetings, and other senior-level policymaking meetings. Provide strategic input to establish national intelligence collection and analysis priorities, and in doing so identify critical intelligence gaps, including an understanding of US industry and its place within the global ecosystem, and support collection initiatives based on customer needs and analytic requirements. Oversee the preparation of correspondence and/or products in response to congressional tasking, including testimony, talking points, and statements for the record for the DNI and senior DNI staff. Brief senior IC members, policymakers, military decision makers, members of Congress, and other major stakeholders on technology-driven economic competition, as needed. Review and analyze related research and production plans for the IC's analytic components, identify redundancies and gaps, direct strategies to mitigate these gaps, and advise the NIM-ESET, NIO ECON, and NIO EDT on shortfalls in analytic capabilities across the IC. Establish and foster liaison relationships with academia, the business community, and other non-government subject matter experts to deepen IC knowledge on competition risks, vulnerabilities, and dynamics. Develop and sustain a professional network with IC analysts, analytic managers, and collection managers on technology-driven economic competition. Provide leadership and expert guidance to the planning, analysis, and application of a full-range of methodological tools and approaches to gain a comprehensive understanding of complex analytical issues and incorporate insights and findings into well-crafted, in-depth intelligence products.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Superior ability to deliver strategic analysis on technology or economic security issues with a proven ability to synthesize complex issues involving economic security for senior policymakers. Superior ability to come up to speed quickly on new accounts and substantive issues. Superior ability to deliver analytic products under strong time pressures. Expert interpersonal and organizational skills and an expert ability to conceptualize and effectively lead complex analytic projects and promote consensus building across the IC when analytic views may differ across agencies. Expertise working with all parts of the IC and senior US officials in order to shape analytic production and encourage sound tradecraft. Expert oral and written communications skills, including an expert ability to communicate effectively with all ranks of the IC, deliver effective oral presentations, represent OESET in interagency meetings, prepare finished intelligence assessments and other written products with emphasis on clear organization and logical presentation. Superior ability to prioritize and manage multiple short-term and longer-term tasks and projects and perform senior staff functions as required with a demonstrated ability to deliver quality analysis on short timelines. Expert knowledge of and superior ability to apply research capabilities and analytic, diagnostic, and qualitative techniques in order to produce authoritative finished intelligence products. Expert ability to effectively plan and lead the development of high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers at the highest levels of government. Bachelor's degree or equivalent experience as determined by mission specialty area. Desired Requirements: Expertise on critical technologies with an understanding of the impact of technological competition to economic security. Creative problem-solving skills and superior ability to provide leadership in carrying out mission responsibilities.
