You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the OFFICE OF THE DEPUTY ASSISTANT SECRETARY OF THE NAVY (MILITARY MANPOWER AND PERSONNEL).
Duties
You will serve as the Director for Readiness and Transition and monitor and oversee assigned programs, establish objectives and program plans, assign and manage all work, and perform the full range of supervisory and personnel management functions.
You will develop, interpret and oversee the implementation of policy for DON personnel readiness and transition programs, analyze and evaluate policy, programs and budgets, and formulate DON strategic policy recommendations.
You will manage all administrative work within the Readiness and Transition section, provide technical and analytical advice/support to senior leaders in the areas of program responsibility, and ensure DON leadership is informed of key developments.
You will respond to inquiries and prepare replies to Congress, special interest groups, the public and federal, state and local agencies related to policy formulation and interpretation, program statistical data, status of actions and funding issues.
You will review draft legislation, internal and external reports and professional journals and research and prepare speeches, briefings, memoranda, position papers, Congressional testimony and Reports to Congress as may be required.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector (experience at the equivalent of the Service personnel headquarters, Service headquarters, or Secretariat level is most relevant). Specialized experience must demonstrate the following: providing technical guidance and advice on military personnel readiness and/or transition assistance policies and programs; developing and analyzing military personnel readiness and/or transition assistance plans, policies and procedures; AND overseeing and/or managing military personnel readiness and/or transition assistance programs. Military personnel readiness programs relevant to this position include: suicide prevention, military equal opportunity, harassment prevention and response, physical fitness, nutrition and tobacco, individual training, personnel financial readiness, and transition assistance.
