This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Surface Acquisitions Logistics Center, Baltimore, MD.

Duties

This position is located within the IBNSC Division at the Surface Acquisitions Logistics Center (SALC). The IBNSC Division provides integrated logistics product development and support to the Programs within CG-932, sustainment organization Product Line personnel, and is the transition agent between acquisitions and sustainment.

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Mastery of a wide range of qualitative and/or quantitative methodsfor the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. - Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. - Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. - Skill to plan, organize, and direct team study work. - Skill and ability to negotiate effectively with management to accept and implement recommendations where the proposals: o involve substantial agency resources, o require extensive changes in established procedures, or o may be in conflict with the desires of the activity studied. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
