This position is located in the Department of Homeland Security, United States Coast Guard, Surface Forces Logistics Center, Engineering Services Division, Baltimore, MD.

Duties

Serves as a Program Analyst providing expertise in the areas of planning, programming, budgeting, execution, and review of the multi-year budget and effective management of human resources and manpower allocations in support of the USCG. Engages in a wide variety of analytical and evaluative duties addressing areas of expertise. Responsible for data management and in developing, implementing, managing, evaluating, and maintaining data management responsibility for projects. Responsible for a variety of data collection activities and the sustaining of various functions and management services essential to exercising responsibilities for technical integration and management of all information essential to the mission, goals, and objectives of programs. Incumbent is responsible for electronically retrieving, collecting, processing, disseminating, and categorizing source information. Reviews, analyzes, and interprets legislation, appropriation language, and directives pertaining to logistics programs.  Develops and provides policy guidance for the USCG.

Qualifications

Candidates at the GS-12 level must have one year of specialized experience at the GS-11 level.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
