The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
Advocate for human capital (HC) legislation and policy on behalf of the IC.
Advise leadership on potential legislative requirements to support the Right, Trusted, Agile Workforce and other IC Human Capital equities and initiatives.
Review and analyze policies, processes, and guidelines that are contained in United States Government (U.S.) Government and Intelligence Community (IC) Directives, Policy Guidance, Standards, plans, and memoranda to ensure HC equities reflect current and future needs of the IC.
Work with appropriate partners to develop, revise and remove policies, processes, and guidelines that are contained in United States (US) Government and Intelligence Community (IC) Directives, Policy Guidance, Standards, plans, and memoranda as needed to ensure HC equities reflect current and future needs of the IC.
Plan, develop, and manage complex HC projects or programs that may require generating new concepts, principles, and methods to ensure their successful implementation within the IC.
Advise IC and ODNI leadership on the development, implementation, and management of complex HC programs, and ensure that the programs are aligned with and directly support the IC's strategic mission objectives.
Develop strategic and tactical project management plans to support HC program initiatives and workforce assessments in support of the IC mission.
Serve as an expert liaison; listen to and understand the needs of the organizations and tailor HC programs, methods, policies, and procedures to ensure they fully meet the organization's needs and overall mission.
Plan, develop, and present written and oral briefings on significant HC issues supporting the IC mission.
Provide direction, analysis and assessment to IC leaders and partners on potential and actual impact to the IC workforce on developing and new legislation and policies.
Lead, cultivate and maintain productive working relationships with IC HC leadership, colleagues, HR experts, and ODNI senior leadership to share information of interest, explain the specifics of HC programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.
Lead, manage, and coordinate Intelligence Community HC responses to Congressionally Directed Actions (CDA), Government Accountability Office (GAO) directives and requests for information, and Office of Management and Budget (OMB) requests.
Lead and develop legislation in support of human capital programs. Liaise with the Office of Legislative Affairs, the Office of General Counsel, and Congressional staffs on human capital initiatives and legislation required for the establishment of human capital programs or to revise legislation as needed.

Expert knowledge of the requirements for drafting legislation for the IC, human capital, or similar.

Knowledge of human capital and related U.S. Government policies and directives.

Desired Requirements:
Knowledge and experience with HC principles, concepts, regulations, and practices, and demonstrated consultative skills sufficient to plan and manage HC functions for large-scale ODNI and/or IC programs.
Knowledge of the Office of the Director of National Intelligence and the larger Intelligence Community mission, operations, tradecraft and capabilities.
Capability to effectively manage HC projects, assess customer requirements, identify dependencies, recommend improvements, and mitigate risks.
