The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.

Duties

We encourage you to read the entire announcement prior to submitting your application. Lead, plan, and prepare written and oral briefings to senior ODNI leadership and other senior IC officials on current congressional developments and views of ODNI and IC programs and activities, as well as the thinking and rationale underlying requests for information from Congress and congressional committees. Oversee and lead the development of responses to congressional requests for information dealing with ODNI strategic planning, budgetary issues, and other intelligence matters ensuring that complete and accurate information is provided to congressional requesters. Lead project performance reviews and control gates, gathering important information, and making authoritative decisions about required next steps; oversee the development and maintenance of appropriate project documentation. Support in the planning and developing and implementing the IC Human Capital Strategic Plan, linking major goals, objectives and measures to the IC EEO and Diversity Strategic Plan, and the U.S. National Intelligence Strategy. Advise IC and Office of the Director of National Intelligence (ODNI) senior leadership on the development, implementation, and management of complex HC programs which are based upon ambiguous guidelines requiring extensive interpretation and ensure programs are aligned with and directly support the IC's strategic mission objectives. Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project. Provide leadership and guidance to the identification and mitigation of project risks by identifying the risk tolerances of senior-level customers and other stakeholders to determine overall acceptable levels of risk; conduct risk analysis to identify and prioritize risks; characterize threats and opportunities to determine mitigation strategies.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Superior knowledge of the IC mission, objectives, policies, and authorities. Substantial experience in applying budget and program management principles and methods to large complex programs in support of the IC mission. Expert program management, analytic, and critical thinking skills including the ability to conduct program and management assessments, identify needs and requirements, and develop process improvement recommendations for implementation IC-wide HC programs. Superior ability to analyze and assess resources in collaboration with Contracting Officer Technical Representatives (COTRs) to direct resources and to meet requirements. Superior ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on HC programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Expert knowledge of the rules of governance and project lifecycle methodologies; considerable knowledge of Project Management concepts and principles. Bachelor's degree in fields such as Human Resources, Business Administration, Industrial and Organization Psychology, Training and Development, Workforce Analytics, or other related disciplines. OR degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Desired Certifications/Licenses: CISSP, IAT Level III, IAM Level III, (CISM, CASP+).
