Duties

PRIMARY PURPOSE: To provide analyses of logistic impacts on operational needs, defined as the capability to analyze, assess and document the end-to-end planning, initial movement and sustainment requirements of a theater-wide standard and alternative basing (use of operations locations for contingencies) network constructs capable of supporting current or future military operational campaign plans of specified environment, scope, duration and intensity. DUTIES: Serves as the A9F focal point for identification, collection, creation or utilization of authoritative data regarding Air Force operating location or installation utilization in current and future operational and analytical operation plans (OPLANS) or scenarios. Provides Air Force logistics planning subject matter expertise, inputs and military insights at MAJCOM, Service, or Department-level meetings, conferences, and working groups addressing expeditionary air base selection, base operating support and deployment requirements, and initial operating location sustainment requirements and activities. Executes logistics studies, analyses, or assessments to examine current or future expeditionary operational or basing concepts and capabilities, base operating support requirements, and force deployment and sustainment capabilities and requirements. Serves as A9F focal point to provide expertise on, access to, and utilization of current Air Force- and Department-level logistics systems such as GCCS, JOPES, DCAPES and the underlying datasets used to plan, document, store, and execute OPLAN force deployments.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent is required to obtain and maintain a TOP SECRET / SENSITIVE COMPARTMENTED INFORMATION security clearance as well as obtain and maintain access to Special Access Programs (SAP) and Security Access Required (SAR) areas.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED) This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that the incumbent (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspects of Agency level plans and procedures such as war, mobilization, mobility, exercise, deployment, and similar operations; knowledge of Agency logistic operations and the use of Air Force and Joint logistic planning systems; and knowledge of the relationship of the various Agency entities involved in overall planning and execution of operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge and use of Air Force and Joint planning systems (GCCS, JOPES, DCAPES). Knowledge and use of Air Force, Department, and commercial sources to assess an operational location's capability to support an Air Force operational mission set. Knowledge in developing comprehensive plans and support requirements for Air Force operational mission sets using authoritative Air Force products such as MISCAP and MEFPAK. Experience in developing, documenting, and interpreting logistics annexes to Concepts of Operation (CONOPS) and OPLANS at all command levels (MAJCOM, Service, or Department). Skill in conducting deployment planning processes and producing related products. Skill in written and oral communication sufficient to present information on the scope, methods, and results of logistics studies, analyses or assessments. Ability to organize and lead study, analysis, or assessment teams. Ability to execute studies, analyses, and assessments. Ability to access appropriate authoritative Service or Department data collection sources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
