Candidates should also possess the ability to manage competing priorities under short deadlines, the ability to synthesize and apply complex and varied legal issues and principles, and the ability to shift focus quickly between disparate issues while maintain close attention to detail.

In this Attorney Advisor position, you will be providing ethics advice and counsel to all of FEMA and assist in managing or administering all aspects of the agency ethics program.

To qualify for this Attorney Advisor position at the IC-13 level, you must possess at least two (2) years of full-time, legal experience gained after being admitted to the bar, at least one of which entailed specialized experience to at least the IC-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Providing oral and written advice, analysis, interpretations, and guidance on complex and sensitive legal and policy matters.
Drafting and reviewing documents for consistency with all applicable legal authorities and requirements, to include: analysis and advice, directives and other internal policies and procedures, correspondence, reports, memoranda, testimony, regulations, legislation, agreements, and other such documents.
To qualify for this Attorney Advisor position at the IC-14 level, you must possess at least three (3) years of full-time, legal experience gained after being admitted to the bar, at least two of which entailed specialized experience, which has equipped you with the skills needed to successfully perform the duties of the position. At least one of your two years of specialized experience must be at a level of difficulty and responsibility equivalent to the IC-13 level. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Independently providing oral and written advice, analysis, interpretations, and guidance on complex and sensitive legal and policy matters.
Independently drafting and reviewing documents for consistency with all applicable legal authorities and requirements, to include: analysis and advice, directives and other internal policies and procedures, correspondence, reports, memoranda, testimony, regulations, legislation, agreements, and other such documents.
Advising senior management officials on fiscal and appropriations laws or related laws, such as those pertaining to federal procurements and grants.
Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: A J.D. or LL.B. degree from an ABA accredited law school; and
An active membership, in good standing, of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
