This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Located at Aberdeen Proving Ground (APG), MD. APG sits on more than 72,500 acres in Harford County, MD and offers recreation, sports, golf, pools, child and day care facilities. The area offers housing, public, private & parochial school systems, and major colleges.
Duties
Serve as Team Lead of trades and/or labor workers for the Directorate of Public Works, Operations and Maintenance Division.
Provides others work instructions received from supervisor, demonstrates proper work methods in performance of various related work operations.
Install, repair, and maintain large commercial and industrial ventilation, refrigeration, air conditioning and cooling systems and extensive repairs.
Perform installation, modification, overhaul and repairs along with others.
Maintain a variety of complex heating boilers and/or heating systems, single and multiple fuel power boilers and associated auxiliary and pollution control equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation-Tier 1.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent is subject to emergency call 24 hours per day, 7 days' a week and weekend schedules.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
There is no specific length of training or experience required. However you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Your resume must indicate your overall knowledge, skills, ability and/or training to independently perform the work of an Industrial Equipment Mechanic Leader, WL-5301-11 as stated in the duties of the position; the ability to perform the full range of complex maintenance and repair duties as an Industrial Equipment Mechanic Leader. I am skilled in troubleshooting, installing, repairing and modifying heating and air conditioning and refrigeration systems. I served as a work leader or journey-level employee who observes tasks of trades and/or labor workers and work along with others in accomplishing thee work in progress and upon completion. I have the potential ability to assign work to plan the use of workers, equipment, facilities, materials and tools on a day-to-day or project-by-project basis.
To meet the basic eligibility, you must receive at least two points on the Screen Out Element indicated above and must have an average of two points on all the job elements listed below. PHYSICAL EFFORT:
Incumbent frequently sets up parts and carries tools and equipment weighing up to 50 pounds. Hoists, holders, and pulleys are operated when removing units such as large compressors, condensers, and chillers. Make repairs from ladders, scaffolding, and platforms where the parts of systems worked on are frequently in hard to reach places. The work requires frequent stooping, stretching, bending and knelling, standing, crouching, and climbing. Frequently works in tiring or uncomfortable positions for long periods of time. Occasionally performs strenuous work while standing, sitting or lying.
WORKING CONDITIONS:
Most of the work is done inside but frequently subject to sudden temperature changes when working on equipment such as walk-in freezer units. Subject to cut burns, electrical shocks, respiratory ailments, dust, dirt chemicals, heat steam, noise, unpleasant odors, strains, bruises and chemical irritations. Exposure to repeat prolonged or concentrated amounts of refrigerant gases may cause toxic effects to eyes, skin, and internal organs. Occasionally required to work outside on top of tall buildings, from ladders, scaffolding, platforms in drafty attic spaces and in cramped areas with low overheads. To reduce danger from these and other similar conditions must follow prescribed safety practices and safety equipment.
