You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Contracting Division of NAVFAC SOUTHWEST.

Duties

You will provide administrative and technical guidance, advice, and mentorship to contracting staff. You will perform and oversee the full range of pre award and post award contractual actions required in the procurement of construction, services, and Architect-Engineer (A-E) contracts. You will ensure support of Small and Disadvantaged Business Programs. You will communicate, identify, distribute and balance workload and tasks for assigned projects, establishing actionable events, milestones, deadlines and timeframes for completion. You will resolve grievances/employee complaints and when necessary, refer those that cannot be resolved to the appropriate party/contacts at Human Resources Office. You will ensure that all contractual actions undertaken in the administration of assigned contracts comply with applicable statues and regulations. You will ensure proper processes are followed in conducting contract close-out.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Specialized experience must demonstrate the following: 1) Developing, executing, and administrating contracts in support of an extensive range of supplies and services related to design, construction, Architect-Engineer, maintenance, and environmental engineering for shore facilities; 2) Managing and motivating groups of contracting/procurement personnel towards organizational goal accomplishment, including setting priorities, work assignments, and assuring quality products are provided in a timely manner; and 3) Advising all stakeholders on overall business-line acquisition strategy, contract policy interpretation, contact price proposal, solicitation, negotiation, administration, and termination of contracts. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
