Implements policy, regulatory requirements, and procedures coordinating assigned programs with other administrative, technical and policy support organizations.
Participates in evaluating and refining processes to optimize relationships with the supplier community and increase productivity.
Directs, plans, organizes, coordinates and integrates the work of subordinates in the performance of Enterprise Acquisition Management functions, involving complex post award and contract administration management processes.
Manages, plans, directs, and oversees day-to-day operations of assigned personnel through all aspects of phases of post-award contract administration and management activities.
Reviews and approves projects, decisions, and contracts, ensuring compatibility and consistency of interpretation, and that actions taken/contracts executed accurately reflect Department and Agency polices and directives.
Provides problem solving expertise that affects timely coordination of contract administration management functional processes and initiatives for assigned Supplier Support Post Award Team (SSPT) programs.
Oversees studies and special projects pertaining to SSPT operations, plans, goals and initiatives relative to Post award / contract administration functions.

Qualifications
To qualify for a Supervisory Contracting Specialist, your resume and supporting documentation should support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS- 12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing, planning, directing, and overseeing day-to-day operations of Contract Specialists, Purchasing Agents and support personnel through all aspects of complex pre-award and post-award contract administration and management activities.
Monitoring the collection, consolidation and analysis of metrics and data to insure effectiveness and efficiency.
Developing acquisition strategy involving previous history, market conditions and specifications or technical data packages.
Investigating problems and complaints to resolve differences that may negatively affect operations and customer support.
Communicating effectively with personnel across multi-functional process areas and diverse supply chains.
Providing guidance on a full range of post-award mission functions, ensuring they meet and are aligned with established laws, policies and regulatory requirements.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
