This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Needs to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the US Army Installation Management Command, Directorate of Public Works, Master Planning Division. The incumbent serves as real property specialist performing technical and administrative duties relating to real property accountability and real estate.
Duties
Establishes and maintains the Real Property Inventory and Building Information Schedule which are reports containing engineering and accounting data on facilities.
Reviews and analyzes construction project files and extracts those capital increases and decreases to real property inventory.
Ensures compliance with the McKinney Homeless Assistance Act, by preparing screening documentation on all unused, underused, and excess real property for use as shelter for the homeless.
Researches information and responds to IMCOM level inquiries regarding real property assets database operations from the installation to the HQ level.
Prepares conditions, restrictions and limitations for inclusion in leases, out grants and disposal actions that will protect the installation and tenant agencies interests and to accomplish the desired results of realty action.
Prepares Reports of Availability for all out grant actions to include environmental documentation such as Categorical Exclusions, Record of Environmental Consideration and Finding of Suitability to Lease, site drawings and pertinent HUD forms.
Utilize the General Fund Enterprise Business System (GFEBS) to monitor Army Military Real Property inventory.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Specialized Experience: One year of specialized experience which includes: 1) maintaining real property inventory and database of record; 2) reviews required documentation for real property actions; and 3) utilizing automated accounting and resource management system, such as Global Fund Enterprise Business System (GFEBS) to manage real property. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
