The purpose of this position is to serve as a Contract Specialist and reports to the Chief Contracting Officer. The incumbent will be responsible for pre/post award functions including price/cost analysis, negotiation, and administration of services, materials, and equipment associated with health administration, health research, regulatory compliance, human services administration test, evaluation, health operations, and/or production activities of one or more HHS organizations.
Duties
Adhere to acquisitions laws, regulations, and policies, perform complex procurement transactions utilizing federal acquisition procedures and an automated procurement system to create contract.
Assist program with development of source selection plan for complex requirements taking into consideration socio-economic programs.
Prepare solicitation documents, evaluate quotes/proposals by applying price and/or cost analysis techniques to complex procurements.
Independently perform all contract administration functions. Negotiate and prepare various types of contract modifications (administrative, supplemental, uni- lateral/bi-lateral, termination for convenience, termination for default, stop work orders, etc.)
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
A. 4-year course of study leading to a bachelor's degree with a major in any field.
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Review requests for contracts. Make comparison of prices, discounts, delivery dates, or handling charges. Make recommendation of award and knowledge of procurement actions.
OR
One (1) full year (18 semester hours) of graduate level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
ABachelor's degree with Superior Academic Achievement* in a field related to Contracting with one of the following: : (1) Graduated with at least an overall GPA of 2.95, (2) Graduated with at least a 3.45 GPA in my major or during the last two years of college; (3) Graduated in the top third of my class; or (4) A member of a national scholastic honor society recognized by the Association of College Honor Societies.
OR
Combination of the specialized experience and education that when combined fully meet the minimum qualifications.
Selective Placement Factor For the GS-7: The following certification has been deemed essential for this position and is a position requirement. You must provide evidence of meeting this requirement with your application documents to be considered qualified.
Possess a Federal Acquisition Certification in Contracting (FAC-C) certified at either the legacy FAC-C Level I or the new single-level FAC-C (Professional).
GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Review requisitions to determine method of procurement. Perform contracting methods and contract types relating to the performance of pre-award and post-award. Evaluate bids or proposals for compliance with specifications or purchase descriptions. Negotiate prices. Monitor contractor responsibility.
OR
Two (2) full academic years (36 semester hours) of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Combination of education and experience that when combined fully meet the minimum requirements. Only education in excess of the first year is creditable.

Possess a Federal Acquisition Certification in Contracting (FAC-C) certified at either the legacy FAC-C Level I or the new single-level FAC-C (Professional).
GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Evaluate market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility and performance. Identify alternate courses of action by analyzing difficult contractual functions. Resolve incomplete or conflicting technical, program, and contractor data. Plan and coordinate procurement activities.
OR
Three (3) full academic years (54 semester hours) of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Combination of education and experience that when fully combined fully meet the minimum requirements. Only education in excess of the second year is creditable.

GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Responsible for pre-award through post-award health related, regulatory functions. Incorporate Federal Acquisition Regulations (FAR) and policies in preparing solicitation documents, technical proposals, and cost data requirements. Ensuring submission of progress reports, make periodic visits to the contract's facility or work site. Expert in contract audits.
Selective Factor For the GS-12: The following selective factor has been deemed essential for this position and is a position requirement. Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
