This position is located in the Great Plains Area Office of Management Operations, Division of Acquisition Management. The incumbent serves as the Deputy Chief Contracting Officer under the direction of the Area Chief Contracting Officer and provides workload management for contract specialists and purchasing agents within the Area contracting office.

Duties

NOTE: Applicants must apply separately for each announcement in order to be considered. Directs, coordinates, and oversees work of the division. Manages, plans, develops, and directs assigned contracting activities in owned, direct Federal, and federally assisted projects within Great Plains Area Indian Health Services. Assigns, directs, establishes, and controls the work of contracting professionals and administrative/clerical personnel performing work of substantive nature. Provides guidance, instruction, and assistance to personnel located at field stations and service units that have delegated authority. Plans, develops, establishes, and organizes the contract strategy for the overall contracting process within the area for a wide variety of contracts. Directs the full range of contract administration actions required for the acquisition program, including the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor performance appraisal, subcontractor surveillance, disposition of claims, and similar matters. Responsible for the analysis and evaluation of contracting matters, the initiation, development, and recommendation of contracting policies, procedures, guidance and control for all subordinate contracting activities and service units within the area.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Basic Requirements for GS-13 and Above A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions*, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-14: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in managing, supervising, directing, and planning and evaluating a Contracting Department. Experience giving technical consultation, training, and auditing simplified acquisitions, and government purchase card transactions and agreements. Experience in being responsible for the oversight of a full range of contract functions and actions, specifically the planning, solicitation, negotiation, source selection, award, administration, protests, terminations, and close out of contracts. Experience in being responsible for accounting operations to ensure that obligations and expenditures remain within appropriations, apportionments, and allotment of funds to the programs and/or projects/acquisitions. Experience in being responsible for large funding levels and a commitment period extending over a long period of time. Selective Placement Factor: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration. A Federal Acquisition Certification in Contracting (FAC-C) certified at either the legacy FAC-C Level III or the new single-level FAC-C (Professional). (Attach copy of certification and most recent Defense Acquisition University (DAU) transcript for verification) You must meet all qualification requirements within 30 days of the closing date of the announcement.
