This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), Conservation Planning and Technical Assistance Division (CPTAD) under the Deputy Chief for Programs. The incumbent serves as Geospatial Information Branch Chief responsible for leadership, coordination and execution of national programmatic and procedural guidance impacting a range of natural resources management.

Duties

Ensures that annual fiscal year geospatial investment portfolios meet business needs and geospatial guidance. Supervises the Geospatial Management Office staff. Works with all Deputy Areas, and other NRCS stakeholders to promote the effective use of innovative geospatial technologies within the Agency, maximize operational efficiencies, and prevent duplication of geospatial activities. Develops department and legislative reports, proposals, legislation, and testimony related to natural resources management program activities and performs as liaison. Reviews the handling of special correspondence, speech preparation, and Federal Register reviews related to assigned natural resources management financial assistance programs. Provides daily direction and guidance to multidisciplinary specialists comprising the team.

The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: To qualify at the GS-15 grade level, you must meet the following: GS-15 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties: Offering strategic oversight of natural resource programs to ensure financial and technical support; Collaborating with local, State, and Federal agencies to offer guidance for financial assistance programs to land users; Directing the evaluation and amendments of policies to promote consistency and program efficiency; Managing a team, including evaluating performance, delegating responsibilities, and offering guidance and support; and Managing budgetary and resource allocations to include workflow integration.
