This position is located in the Inventory and Monitoring Division. As Lead for the Inventory and Assessment Program, the incumbent independently plans, initiates, directs, and manages a complex, interdisciplinary, scientific program of national scope and significance that involves more than 300 units of the National Park System. Duties

The major duties of the Interdisciplinary Supervisory Biologist/Physical Scientist position include, but are not limited to, the following: Helps supervise the staff of Central Support Office for the Inventory and Monitoring Division (IMD), comprised of permanent professional employees ranging in grade from GS-09 through GS-13 and including positions in the following series: data management and science, biology, ecology, physical science, and natural resource management. In this capacity, plans, assigns, prioritizes, and reviews work; undertakes staff performance reviews; initiates employees awards; provides for training and employee development opportunities; makes decisions on any work problems that may arise; initiates recruitment actions and interviews and selects candidates for positions; and performs other supervisory functions. Supports in the development and manages the execution of Inventory and Monitoring Division and network workplans in support of Division and NRSS goals and priorities. Assists in management of Central Support Office, including budget and staffing requirements and program needs to carry out national level priorities and support regional and network science programs. Evaluates scientific program progress and supports Division Lead as required to accomplish program goals. Manages execution of Division and network workplans and annual reporting in support of Division and NRSS goals and priorities. Supports network programs and the Inventory and Monitoring Division Leadership team (IMDLT) in the delivery and timely distribution of inventory and monitoring science information, data, science communication products. Responsible for scientific integrity, peer review, reporting, and provision of actionable and accessible scientific information and data to I&M parks and other NPS partners. Assists Division Lead in strategic scientific investments and initiatives, development of science communication products and stories, and contracts and agreements for science products and delivery Provides oversight and strategic guidance for IMD regional program managers, network program managers, and park partners. In partnership with IMDLT, evaluates network programs to ensure sustainable and relevant delivery of science information to parks and network Board of Directors. Brings systems thinking to develop partnerships within IMD and with other Divisions. Supports the inventory program in executing program and providing inventory science to parks service wide. Oversees analytical support for IMD program. Supports the science communication program in generating partnerships, narratives, stories, publications, data visualization, and other products to highlight I&M program and science for natural resource management Develops and maintains effective working relationships with networks, other division staff, NRSS leadership, park managers, industry, research and technical partners, and other stakeholders involved with natural resource management and monitoring science in parks. Leads division efforts to support parks and others in using I&M information in planning and decision making and works to make this a routine practice

Qualifications

All qualifications must be met by the closing date of this announcement-12/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. This is an Interdisciplinary Supervisory Biologist/Physical Scientist position, you must meet the BASIC educational requirement for at least ONE series *AND* meet the Specialized Experience and/or Education in order to qualify for this position. Basic Requirement for the Physical Scientist: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Note: You must submit your transcripts. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Note: You must submit your transcripts. Basic Requirement for the Biologist GS-0401: A: Have successfully completed a bachelor's or higher in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: You must submit your transcripts. OR B: Have a combination of education and experience in courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Note: You must submit your transcripts. To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Experience managing a biological, ecological, or physical field sciences program and supervision of subordinate staff 2) Oversee implementation long-term monitoring science with an understanding of monitoring protocols, ecological analysis, data science and management, inventories, and park natural resource management needs 3) Manage operations and provide strategic direction and oversight related to federal land management and/or monitoring science, issues, impacts, solutions, and communications 4) Provide science leadership and build partnerships across NPS and other federal agencies . You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
