This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (l&A), Deputy Under Secretary for Collections (DUS/C), Homeland Identity Intelligence Center (HI2C).
The primary purpose of this position serves as the analytic and technical tradecraft expert for the HI2C.
Duties
Serves as a trusted and authoritative source of knowledge related to analytic and technical tradecraft, providing mentorship and development to the HI2C workforce. Provides expert advice to supervisors overseeing analytic and technical work, resulting in superior quality intelligence products across HI2C. In this role, you will guide analysts focused on all-source targeting, screening and vetting, research, analysis, counter-network operations, and document and media exploitation that provides tactical and operational support to customers throughout the Department and the Intelligence Community.

Requirements
- Must be able to hold a TS/SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Overtime may be required in response to a significant event.
- Work may require relocation to an alternate work site for various lengths of time to meet operational requirements.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, and/or 24/7 shift schedules, and/or on-call and standby duty status.
Qualifications
Specialized Experience:
To qualify for the GS 14 level, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service, performs duties such as:
Mastery of and skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence and information sources to develop all-source analytic products, IAW ICD 203.
Expert-level communication skills, taking tailored approaches to delivering feedback to effectively improve analytic products
Superior skill in effectively synthesizing highly complex and voluminous materials, in presenting complex ideas and conclusions, and in making recommendations persuasively and effectively, both orally and in writing.
Informs the supervisor of potentially controversial findings, issues, or problems with widespread impact.
Uses judgment and discretion in determining the intent, and in interpreting and revising existing policy and regulatory guidance for use by others within the DHS in the assigned area of competence.
In-depth analyses and extensive coordination and intensive negotiations with different high-level officials are required to resolve issues.
Knowledge and understanding of counterterrorism, counterintelligence, and/or other transnational threat actors; and the role DHS or the IC provide in supporting U.S. government screening and vetting efforts.
Knowledge and understanding of identity intelligence.
You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
