Serves as a Supervisory Engineering Technician of the HVAC Shop under the Facilities Management Service at the VA Medical Center, Bay Pines, Florida. As an HVAC Supervisor, the incumbent is responsible for maintenance and repair tasks and project support. As the HVAC Supervisor, the incumbent provides an in-depth expertise in evaluating and developing specifications and designs that are technical and complex.
Duties

HVAC Shop Supervisor:
Technically and administratively responsible for control of all work related to the shop and must account to his/her superior for the quality and quantity of work performed by the shop.
Frequently works with professional degreed engineers with outside and contractors in developing and arranging resolution of problems with HVAC equipment and systems.
Requisitions materials, supplies and equipment as needed, schedules delivery, etc.
Ensures that work orders are completed accurately.
Promotes energy conservation in equipment/systems selected/installed/maintained, in the use of electrical power consuming equipment and systems facility-wide.
Oversees contract service personnel while they are working on site, which involves work instructions, directing, problem solving, coordination, and work review.
Develops specifications for yearly contracts and one-time service contracts.
Assists contractor in locating HVAC systems.
Determines modifications and updates to new equipment and existing systems, when necessary, to provide the optimal performance desired.
Has overall responsibility for the spare parts inventory as required by the shop workload.
Develops power distribution for special applications, such as computers, uninterruptible power supply systems, and power distribution units.
Interviews candidates for positions in the shop and recommends promotions or reassignments involving such positions.
Grants leave and evaluates performance.
Hears and resolves complaints from shop employees and Union representatives, referring group grievances and more serious complaints not resolved to the Assistant Chief, Engineering Service.
Handles minor disciplinary measures, such as warnings, reprimands, and recommends action in more serious cases.
Sets performance standards for all employees.
Responsible to create, actively promote and effectively manage a culturally diverse work force, which embraces the values and needs of all individuals.
Project Support:
Provides a high level of electrical expertise to the Project Section in the evaluation, planning, execution, and follow-up of the HVAC aspects of short and long-range projects.
Investigates/confirms existing conditions
Identifies suitable equipment/systems for use and compatibility in the project
Proposes viable solutions and estimates
Participates in design and cost estimating work
Plans/coordinates with Project Section personnel, contractors, suppliers, etc. implementation of work
Directs/supervises HVAC work and materials utilization at the work site
Inspects and ensures satisfactory completion of work performed
Incorporates newly completed work into the shop maintenance program.
Identifies and makes work assignments for shop personnel(permanent, temporary, and P&H) based on priorities, selective consideration of difficulty and the requirements of their assignments, and the capabilities of the employees in the shop.
Reviews the work of employees at intervals to assure quality, effectiveness, efficiency and completeness of work.
Evaluates work related problems such as excessive costs or low productivity, determines causes, and implements corrective actions.
Provides technical and administrative advice and instructions to subordinates.
Identifies developmental and training needs of shop employees, making recommendations to the Assistant Chief, Engineering Service to provide or make provisions for such development and training.

Qualifications
At least one (1) full year of specialized experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the next lower grade level (GS-10) in the Federal Service. Technician experience includes supervising, leading or performing work involving applying a practical knowledge of the (1) methods and techniques of engineering or architecture and (2) construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices and materials. Qualifying specialized experience may include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Examples of qualifying specialized experience would typically include, but are not limited to: In depth and working knowledge of relevant codes and regulations, shop and project operations and procedures, construction materials and practices and labor performances for the determination of manpower, materials, equipment, tools and the overall cost of accomplishing work; skill and experience in maintaining, troubleshooting, and designing of various types of HVAC systems and be fully familiar with various equipment systems and controls including digital and pneumonic controls, building energy control systems, cooling towers, dehumidification and PM-conditioning systems, complex electronic controls and cooling function/application; reviewed and revised Architectural/Engineering (A/E) designs and specification; performed short and long term planning for maintenance project support, determined resource requirements and number of personnel and skill required to perform short-term and long-term work; must be able to read blueprints schematics and specifications to be able to apply mathematical principles and formulas to engineering design and troubleshooting problems NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
OR
Successfully completed a Ph.D. or equivalent doctoral degree, or 3 academic years of progressively higher-level graduate education that is directly related to the work of the Engineering Technician position, such as engineering, construction, or industrial technology. Physical Requirements: Work may at times require prolonged strenuous activity such as lifting (up to 50 pounds), pulling, pushing, reaching overhead, stooping, twisting and bending. Work may occur in various locations such as inside buildings and exterior areas where temperatures and humidity levels are determined by weather conditions. Some work may be in confined spaces where conditions may be hot, cramped and humid.
