Incumbent serves as Engineering Technician in the Planning & Activations or Projects Section, and is responsible for managing projects, overseeing the lease program, and providing technical support to Activations Coordinator and Project Engineers. Incumbent may be required to work off-tour shifts on occasion and is subject to recall 24-7 in cases of emergency.

Duties

Manage projects and provide technical support to Shop Supervisors and Project Engineers. Plan, coordinate, oversee and inspect contract service personnel while working on site. Instruct, direct, problem solve, coordinate and review work to ensure compliance with specifications/standards. Develop specifications and/or salient characteristics for contracts, perform market research, independent cost estimates and participate in design and cost estimations in order to advertise for competitive bidding. Provide a comprehensive range of engineering oversight for the efficient and effective operation of equipment and systems. Technically and administratively responsible for control of all assigned projects and/or duties and for the quality and quantity of work performed. Assist contractors in locating equipment/systems, electric systems, plumbing/piping systems, etc. Ability to utilize CAD to produce and maintain as-built drawings, provide new sketches and design concepts for construction projects and other facility related projects. Knowledge of the use and application of relevant safety practices, codes, regulations, standards and guidelines. Evaluate problems and implement corrective actions. Perform budget execution work involving purchases, contract administration, monitoring obligations and expenditures of funds, and the administration and review of requests for funds. Knowledge of the planning formulation process, capital investment planning principles and methods, and facility infrastructure, goals, objectives, and missions. Ability to read blue prints, schematics, and specifications, and understand mathematical principles and formulas used in engineering design and troubleshooting problems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. Individual Occupational Requirement This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Basic Requirements: Specialized Experience: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. or Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. Preferred Experience: Construction coordinator with past project experience that involved adhering to construction standards, specifications and design criteria, reviewing material submittals, and preparing all project-related documents including progress reports, payment approvals, time extensions, change orders and all correspondence to contractors, manufacturers and suppliers. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: manage projects and provide technical support to Shop Supervisors and Project Engineers. Provide a comprehensive range of engineering oversight for the efficient and effective operation of equipment and systems.
