This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the supervisor for the Civilian Personnel Analytics (CPA) office within the Deputy Assistant Secretary of the Army, Civilian Personnel providing detailed analytics and assessments on complex Civilian Human Resources (CHR) personnel, policies, programs, and processes.
Duties
Supervise and oversee the execution of analytics and assessments to provide senior leadership insights into the Army Civilian enterprise to facilitate data-driven decision making.
Provide advice and insight into probable effects of alternative solutions to correct deficiencies and improve the performance of systems, processes, and operations throughout the Army Civilian Human Resources (CHR)community.
Plan, design, develop, lead and facilitate long range analytical studies, to include analyses of alternative recommendations for organizational and/or process improvements.
Attend conferences, meetings, working groups, and professional seminars concerning solutions of specific CHR issues.
Supervise a team of employees engaged in operations research analysis, psychology, knowledge management, and civilian HR analytical work with no subordinate supervisors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.
- You may be expected to travel up to 5% for this position.
- One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: Transcripts are REQUIRED)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes managing the activities performed by subordinate personnel; leading studies and providing detailed analytics and assessments on complex human resources policies, programs, and processes to facilitate data-driven decisions; and briefing and defending the results of the analysis to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
