THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRCRAFT MECHANIC SUPERVISOR, Position Description Number D0736000and is part of the ID AASF, National Guard. THIS POSITION IS A TEMPORARY BACKFILL. THIS WILL BE A TEMPORARY PROMOTION FOR CURRENT AASF TECHNICIANS AND WILL RETURN TO PREVIOUS POSITION UPON MEMBER RETURN.

Duties

(1) Planning: Plans the overall allocation of personnel and other resources to the organizational segments supervised to accomplish work operations which, because of their scope, volume, and complexity, must be planned on a yearly or longer basis. Analyzes the work plans developed by subordinate supervisors for accomplishment of assigned work orders and projects and the status of work being accomplished in relation to overall schedule requirements, including unanticipated or emergency requirements. Provides higher level managers and/or supervisors information on status of work projects, budget estimates, changes in equipment, facilities, techniques, etc. Participates fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specification requirements, work techniques and standards; revisions of organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and workflow. Participates in planning conferences and meetings. (2) Work Direction: Explains work requirements to subordinate levels of supervision, sets deadlines and sequence of operations. Coordinates and directs the work of units supervised. Balances work load forsubordinate work groups. Analyzes production, cost and personnel utilization records and makes adjustmentin operations to correct problems. Develops quality and quantity standards. Spot checks work operations to assure production and quality standards are met. Encourages employees to achieve goals. (3) Administration: Recommends promotion or reassignment of subordinate supervisors and reviews personnel actions prepared by them. Makes formal appraisal of supervisors' work performance and reviews employee appraisals submitted by them. Determines long-range training needs for all levels of subordinates, submitsfunding and budget requests with justification for approval, and arranges for the accomplishment of thetraining. Promotes and administers such programs as cost reduction, incentive awards, suggestions, andquality assurance. Ensures that regulations governing safety and housekeeping are observed with appropriateprotective clothing and equipment being utilized. Assures that subordinate supervisors carry out suchprograms as labor-management and equal opportunity. Schedules and approves leave. Ensures that positiondescriptions are accurate and that position management principles are followed. Develops and establishes theinternal procedures to be followed by subordinate supervisors to assure effective control and direction of thework activities, organizations, and personnel supervised. Assures that appropriate production reports andadministrative records are maintained. Acts on personnel problems referred by subordinate supervisors. Hears and resolves grievances and ensures proper corrective action is taken. (4) Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions. (5) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and commandsupport exercises. May be required to perform such additional duties as structural fire fighting, aircraftfire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipmentoperation, maintenance of facilities and equipment, or to serve as a team member on boards to cope withnatural disasters or civil emergencies. (6) Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain/maintain Secret Security Clearance.

Military Grade: E-9 GENERAL EXPERIENCE: Work involves the maintenance, troubleshooting, repair, overhaul, and modification of fixed and rotary wing aircraft systems, airframes, components and assemblies, where the work requires substantive knowledge of the airframe and aircraft mechanical, pneudraulic, and/or electrical systems and their interrelationships. Some work situations within this series may require varying levels of electronics knowledge. Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment. SPECIALIZED EXPERIENCE: Experience or training installing, adjusting, aligning, troubleshooting and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and re-assembly of crash damaged engines, transmissions, gearboxes, hydraulic components, and fuel controls sufficient for the exhibit to be returned to its shipping container. In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
