Employee will be assigned to the Office of Finance, VA White River Junction, VT, and will assist in conducting audits in the areas of finance, acquisition, logistics, and capital asset management quality control; performs financial reviews by examining accounts and financial records for the purpose of certifying or attesting that the financial statements fairly represent the financial position of the organization; and conducts activities related to the detection of fraud, waste, and abuse.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Performs duties and responsibilities that are associated with the financial, logistics, and capital asset management functions of the facility. Ensures the governing policies, directives and handbooks are followed within finance, acquisition, procurements, logistics, capital asset management, and other financial programs. Develops, implements, and reviews audit approaches to evaluate a variety of programs and accounting systems. Performs reviews by examining accounts and financial records for the purpose of certifying or attesting that financial statements fairly represent the financial position of the Medical Center as of a predetermined date. Performs audits designed to determine the economy, efficiency, and effectiveness of program operations and to determine whether the entity has complied with laws and regulations applicable to the program. Develops and provides guidance with regard to financial processes including internal controls for financial staff throughout the facility. Tests and assesses the internal controls within the facilities to ensure compliance with VA financial policies and reduce material weakness. Monitors the submission of reports from Medical Center service and care lines to ensure that follow-up reviews are conducted and to verify that corrective action plans are fulfilled when required. Determines/recommends areas in need of improvement and provides the appropriate tools for improvement. Participates as a financial quality assurance advisor to facility staff. Provides expert advice that impacts program definition and solution at several organizational levels. Makes changes to or creates review formats that are more informative/reflective of actual business practices (modify systems/work processes). Prepares audit reports that provide information on program operations and identify causes of efficiencies or problems. Negotiates and resolves controversial financial, logistic, and capital asset management program issues of considerable significance. Assists in reviewing and evaluating other areas evolving around business process improvement. Performs other related duties as assigned. Work Schedule: Monday - Friday, 7:30am - 4:00pm. BASIC EDUCATION REQUIREMENT - Applicants must possess a Bachelor's or graduate/higher level degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. ADDITIONAL QUALIFICATION REQUIREMENTS - In addition to meeting the above basic education requirement, you must also meet one of the additional requirements as described below to qualify for this position. SPECIALIZED EXPERIENCE - Applicants must have at least one (1) year of specialized experience that equipped them with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service. Specialized experience includes: performing audits of financial, logistics, or capital asset management; developing audit guidelines to assess compliance and internal controls; utilizing computer assisted auditing tools and techniques; performing financial reviews by examining accounts; performing data analysis; and preparing audit reports and making recommendations. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with a major in a field appropriate to the work of this position that provided the knowledge, skills, and abilities necessary to do the work is qualifying at the GS-11 grade level. OR COMBINING EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Combinations of successfully completed graduate education and specialized experience may be used to meet total qualification requirements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk. The position does require travel within VHA Connecticut boundaries and can include some physical activity in order to perform certain site review requirements, such as visiting construction sites or locating equipment.
