This Auditor position is within the Finance Service at the White River Junction VA Medical Center located in White River Junction, VT. This position is full-time at 40 hours per week.

Duties

The White River Junction VAMC, Office of Finance utilizes a vast library of financial, logistic and capital asset management, VA and VHA policies and regulations, internal risk assessments, and external reviews from across the country (including VA OIG, MQAS and ICS) that site problem areas. The White River Junction VAMC, Office of Finance will provide oversight of finance, logistics, and capital asset management. The Auditor position assists the Financial Quality Assurance Manager in conducting audits in the areas of finance, acquisition, logistics, and capital asset management quality control of the White River Junction VAMC. The primary purpose of this position is to assure the governing policies, directives and handbooks are followed within finance, acquisition, procurements, logistics and capital asset management. An additional purpose is to develop, implement and review audit approaches to evaluate a variety of programs and accounting systems. The goal is to improve the business practices in the finance, acquisition, procurement, logistics and capital asset management arenas. Duties include but are not limited to: Performs a variety of duties to carry out, administer, or advise the Deputy Chief Financial Officer and Chief Financial Officer on facility financial work concerned with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions. Responsible for a wide range of assignments and oversight including financial integrity, program and components, financial compliance, and functional reviews. Performs program reviews of finance, logistics, purchase cards, fee basis, limited MCCF program, and capital asset management and other operational functions and ensures these reviews are performed in compliance with internal audit programs. Assists in the development of an annual review schedule for the Medical Center and the development of audit protocols used by the Audit team. Performs financial audits by examining accounts and financial records for the purpose of certifying or attesting that the financial statements fairly represent the financial position of the organization as of predetermined date; and to conduct activities related to the detection of fraud, waste and abuse. Ensures financial, logistics, capital asset management and other policies governing VHA and VA, and the Office of Government Ethics are consistently implemented; conducts internal audits (e.g. Accounting, Agent Cashier, Purchase Card Program, Travel, General Post Funds, Non-Healthcare Debt, Payroll, Transit Benefits, Capital Assets, etc.); reviews internal facility reviews (Quality Assurance Reviews, etc.). Makes decisions and recommendations to address undefined issues that require much consideration and extensive analysis of the immediate and long-range implications of any action. Provides expert advice that impacts program definition and solution at several organizational levels. Considers varying courses of action, chooses methods, refines procedures, and develops techniques for addressing issues and problems. Performs additional duties as assigned. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Education Requirements: Possess a degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) -OR- Possess a combination of education and experience, which includes: At least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR c) Completion of the requirements for a degree that included substantial course work in accounting or auditing, (TRANSCRIPT REQUIRED) You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examining accounts and financial records for the purpose of certifying or attesting that financial statements fairly represent the financial position of the Medical Center. Performs audits designed to determine the economy, efficiency, and effectiveness of program operations and to determine whether the entity has complied with laws and regulations applicable to the program. Develops and provides guidance with regard to financial processes. Monitors the submission of reports from Medical Center service and care lines. Determines/recommends areas in need of improvement and provides the appropriate tools for improvement. Reports deficiencies indirectly to the Network Financial Quality Assurance Manager and formulates recommended corrective actions when appropriate. Makes decisions and recommendations to address undefined issues that require much consideration and extensive analysis. Makes changes to or creates review formats that are more informative/reflective of actual business practices as well as continual/ongoing improvement of processes. Audit reports provide information on program operations and identify causes of deficiencies or problems. Consults with all organizational levels in White River Junction VAMC and other interested executives, officials, managers, professionals, and other employees regarding both strategic and financial activities of the VISN. Assist in reviewing and evaluating other areas evolving around business process improvement. (Experience must be documented in your application/resume for full consideration.) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in accounting, auditing, or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk. The position does require travel within VHA Connecticut boundaries and can include some physical activity in order to perform certain site review requirements, such as visiting construction sites or locating equipment. Work Environment: The work is usually performed in an office setting but can vary during site reviews depending upon site review criteria. This may include visits to different areas of a facility, such as a warehouse, clinical areas, project sites, as well as an office environment.
