This position is located in the Office of the Chief of Protocol, Diplomatic Partnership Division (S/CPR/DPD). The incumbent serves as a Protocol Officer responsible for providing critical analysis in formulating and executing official functions and programs hosted by the Secretary of State, Chief of Protocol, and other high level Department officials. S/he leads and/or participates in committees and task forces related to official Diplomatic Corps programs.

Duties

Collaborates with the Assistant Chief of Protocol for Diplomatic Partnerships to develop and coordinate various assignments and programs related to American Heritage and Experience America events. Conducts analyses and devises approaches incorporating multicultural diversity to plan for and organize events that reflect awareness and appreciation of a wide range of cultures and international perspectives. Uses knowledge and experience in government budget preparation, ethics issues, regulations, policies, and budget procedures to formulate event budgets. Provides advice and guidance to senior officials, on a wide range of related activities, programs, priorities, and projects administered by S/CPR relating to official functions hosted by the USG.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.    NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning and executing large ceremonies or other public events using national and international protocol practices and procedures. Experience managing the planning, execution, and monitoring of logistics for official functions, events, and or visits.  There is no substitute of education for specialized experience for the GS-13 position.
